According to a book titled, "Sailor Jerry Collins: American Tattoo Master," U.S. Navy sailor Norman Keith Collins is the first person to design an "I Love Mom" tattoo. "Love Mom" tattoos are still trendy today and their popularity increases around Mother's Day.
