Size 32 in jeans is not equal to size 7. In general, size 32, which is the waist size in inches, is the same as a size 12 or 14 for American blue jeans. A size 7 falls at an equivalent size of about 28 or 29.
While some clothing manufacturers use odd-numbered sizes, most use the even-numbered size model from 0 to 16. Thus, a size 7 is a size 8 or 6/8. Additionally, not all brands have the same guidelines when converting their sizes. Some jeans manufacturers provide their own numbers, which can be totally different from the standard sizes.
