- Measure and cut fabric
Measure the circumference of the wearer's thigh. Cut lengths of ribbon and lace that are 7 inches longer than that number. Cut a length of elastic that is 3 inches shorter than the first number.
- Sew the garter
Sew two seams along the top and bottom edges of the ribbon, attaching to the lace. When finished, there should be a tunnel that is open at both ends between the two seams.
- Add elastic
Attach a safety pin to the end of the elastic, and use it to feed the elastic through the ribbon. Gather the ribbon so that it is the same length as the elastic, and sew the ends together.
