Louis Vuitton is primarily made in its home country, France. It is also made in other countries like Spain, Germany, Italy and the United States.
Just because a Louis Vuitton bag isn't marked as "Made in France" doesn't mean that it's not authentic. There are other signs that you can use to determine if its a counterfeit bag. For instance, a variety of bags are sold in multiple colors, which isn't the case with many of the types of bags made by the brand, including Ellipse, Cherry Blossom, Pegase, Cabas and Piano. The stitching is a primary giveaway of a fake Louis Vuitton as well, as it's always even and regular, which is usually not the case in knockoff bags.
