Short hair can be curled by using a flat iron after separating the hair into two or three sections. Hair should be curled away from the face, working with the top two-thirds of each piece. Curling the entire piece could make the outcome too tight for short hair.
Short hair can also be curled without heat by using squares of toilet tissue and strips of fabric. Hair should be dampened, and each piece of toilet tissue is rolled into a tubular shape. Strands are then wrapped around the tissue until the scalp is reached. The rolled sections are held in place by tying it with a strip of fabric.
