Although the correct way to apply eyeliner is mainly a matter of preference, Oprah Winfrey recommends using pencil eyeliner, rather than liquid. There are many other ways to apply eyeliner, depending on the desired effect.
Apply eyeliner to the upper lash line
Look in the mirror with the eyes down and chin up. Begin by applying the thickest amount of eyeliner to the outer corner of the eye. Do not pull on the outer corner of the eyes, as that can result in shaky lines. Keep the pencil as close to the eyelashes as possible, lining towards the nose, until the lashes end.
Even out any inconsistencies
Using the smudger on the other end of the pencil, or a cotton swab if there is no smudger, gently smooth out uneven areas. Eliminate any gaps between the eyeliner and the eyelashes.
Apply eyeliner to the lower lash line
Look in the mirror with the eyes up and chin down. Starting at the outer corner, place the pencil on top of the eyelashes, and apply eyeliner until reaching the end of the eyelashes.
Connect the upper and lower lash lines
On the outer corners of the eyes, add eyeliner to connect the top and bottom lashes. This provides a natural winged effect that gives the appearance of heightened, widened eyes.
