Because of its specific nature, a collect call cannot be received for free whether on a cell phone or landline. However, a collect caller can call a landline user who accepts the charges and then initiates a three-way call with a cellular user, which avoids additional cell phone charges.
There is a charge associated with any collect call, and someone must be billed for that cost. Some cellular providers do not allow collect calls to be received at all because of billing challenges. Cellular providers that allow the receipt of collect calls do so with fees assigned that must be accepted before the call is put through. Some people opt to use a prepaid service for collect call charges.
