Create a GIF image of animated lips by converting a video to the GIF format or by drawing the animation manually. While converting an existing video is the fastest method, using 2-D and 3-D animation software allows you to fully customize the animation.
If you already have a video of lips, you can turn it into an animated GIF image. Zamzar is a free online application that can convert over 20 different video formats into GIF images. To use the application, click Choose Files, navigate to the folder that has the video, and upload it to the website. Then select GIF from the drop-down menu under Step 2, enter your email address, and press Convert.
Use Adobe Flash Professional CC to draw animated lips. Adobe offers free tutorials that teach you how to use the application. Once you draw the animation, click File, and choose Publish Settings. Check the box next to GIF on the left, change the palette type to Adaptive, and Max Colors to 99999. Click Publish to save the animation as a GIF image.
Use Blender to create a 3-D animation of lips. Community-written tutorials are available for the application. Once you have the animation, click the camera icon on the right to open the Render tab, scroll all the way down, select MPEG as the file format, and click the Render button. Use Zamzar to convert the MPEG video into GIF.
