Cesar moved from Mexico to San Diego, California, in 1990 and found a job grooming dogs. He quickly developed a reputation for having a calming effect on dogs. After saving money to launch a business, he started a freelance dog rehabilitation service in which he specialized in extreme cases. Later, he opened the first Dog Psychology Center in the Santa Clarita Valley of California.
