Puerto Vallarta authorities charged Chapman shortly after Chapman detained Luster. After Chapman located and detained Luster, Mexican authorities demanded that Chapman deliver Luster to Mexican authorities. Because Chapman refused, Mexican law enforcement charged Chapman with illegal kidnapping.
Chapman did not act alone, and he also faced charges for conspiracy. Authorities also arrested Chapman's son Leland Chapman and Chapman's television production assistant and friend Timothy Chapman, no relation.
