The bill passing process can take months, or even years to get through all the government's red tape. Anyone can come up with an idea for a new law and present it to their legislature or representative to be introduced as a bill, measure, concurrent resolution, or memorial. Once a bill has been introduced, it then works it's way through amendments, additions, deletions, before it's even decided
. if it can be sponsored. Once it's sponsored, then the bill works through the House of Representatives, then on to the Senate. This bill may go back and forth several times before all parties finally agree, then send it on to the Governor. The Governor can veto it, which kills it, or signs it, which then, and only then, it's a law. More about the bill passing process can be seen at http://www.leg.state.or.us/process.html.
