"In Windows Vista, the delete option is a bit confusing. When right clicking on the recycling bin icon on the desktop, you get the option ""Empty Recycle Bin"", but you also get ""Delete"" to pop up. It makes sense to me to use either one to get the desired function, but neither to just delete your Recycling Bin icon. Thankfully, it is not deleted, just the shortcut on the Desktop is

Don't look in the big white area to the right, instead choose ""Change desktop icons"" in the blue menu on the left. You'll get a box that allows you you place check marks in the Desktop icons you want to be available. Place a check mark in the top, right, one labeled Recycle bin. After clicking ""OK"" at the bottom, you are back in business.If you happen to have an issue of the Recycle Bin showing empty when you have files in it and full when actually empty.
