The ability to communicate in writing belongs to all human populations. The advent of writing among any group, however, has historically been linked to agriculture. Archaeologists, anthropologists, and historians have seen a correlation between the rise of farming and use of written language. The earliest writing (in any culture) related to foodstuffs--early receipts and ledgers, if you will.
. People simply didn't bother writing anything down until they had important information to keep track of--information boring enough that they would otherwise forget it. Civilizations which never depended on large-scale agriculture never had a need to create written language.
