A 38 Special Revolver was designed by Smith & Wesson ( who is an exclusive firearm distributor) and is a rimmed centerfire cartridge for the revolver in 1902. This cartridge was the most widely used by Police officers and soldiers from around the 1920s until the 1990s. It was to take place of the .38 Long Colt for the military because the Long Colt lacked stopping power. The number ".38" actually
. refers to the diameter of the loaded brass case and not the mm of the ammo used in the gun. The caliber itself is actually .357 to .358. The .38 has less recoil. The guns that are identical to it are obviously the Long Colt as well as the .357 Magnum. It has a low pressure cartridge at 17,000 PSI. It's been one of the most popular handguns or revolver cartridges after a century of it's creation. The .38 has been most popular for personal use, used by police officers and military, for target competitions and hunting small game.
