The BIOS or Basic Input/Output System is a firmware that controls the booting of a computer system and checks, tests, and identifies all attached hardware such as monitors, graphic and sound cards. The BIOS is usually in a chip that is attached to the motherboard or to whatever chipset it is meant to control. A BIOS is required for the operation of gaming emulators and to play a Sega Dreamcast

A Dreamcast BIOS would also be useful if one were interested in the development of new games for the platform. Keep in mind that the downloading or distributing of console BIOSs can carry a hefty penalty if you have not previously purchased a Sega Dreamcast or any of the games you are loading to emulate.
