Its Midlothian plant on the south side of Midlothian, Texas is about 27 miles south of downtown Dallas; it is the largest cement plant in the country. It is permitted as a Treatment, Storage and Disposal Facility (TSDF) of hazardous waste under the Resource Conservation and Recovery Act and is largest diposer of hazardous waste in Texas and probably the largest in the nation. Hazardous waste is shipped to the plant from several states to be burned in the kilns. Environmental critics allege that little of the toxins are actually eliminated, but are spewed into the air as pollutants.
TXI also operates a cement plant at Riverside, California ().
The Chapparal Steel plant is next to TXI's cement plant in Midlothian. Chapparal Steel was spun off from TXI and is one of the largest steel factories in the country.
