Refer can mean:

To refer to an object in speech or writing is to mention or speak about that particular object.
To refer to a source (or to refer someone else to it) is to use it (or direct them to use it) for help or information.
To refer a patient is to transfer their care from one clinician to another
To refer species A to species B is to say that species A is the same species as B and that the name species B should be used for both.
