The role of Stalin in the great terror was that he was obviously the dominant figurehead; however, the terror was not the work of one man and many were involved in the terror, which claimed millions of lives. Russia was vast, but sparsely populated country with a high percentage of peasants, this meant it was difficult to control. It had a history of using terror to keep the country in order, with the Tsar’s Okhrana, and later NKVD, so perhaps the ‘Terror’ was the natural course of continuation.
