Commonwealth of Unrecognized States

The Commonwealth of Unrecognized States (CUS) or CIS-2 (Содружество непризнанных государств, СНГ-2) is a union created for consultation, mutual help and coordination of cooperative actions by unrecognized states on the post-Soviet territory. The organization has the official name of Community for Democracy and Peoples' Rights (Community-DPR). The member states are:

• Abkhazia
• Nagorno-Karabakh Republic
• South Ossetia
• Transnistria
• Somaliland

The agreement about creating the commonwealth was reached in 2001 at the foreign ministers meeting of the Republic of Abkhazia, the Republic of South Ossetia, the Transnistrian Republic and the Nagorno-Karabakh Republic. The meeting was held in Stepanakert , Nagorno-Karabakh.

On June 17, 2007, the four-state Community for Democracy and Peoples' Rights signed in the city of Tiraspol, Transnistria the joint "Declaration on principles of peaceful and fair settlement of the Georgian-Abkhazian, Georgian-Ossetian, Azeri-Karabakh and Moldovan-Transnistrian conflicts". It calls for barring all types of pressure, such as military deployments, diplomatic isolation, economic blockades, or information wars during negotiations toward resolution of conflicts. It also calls for external guarantees to eventual political settlements of these conflicts.
