Major and Recurring Villains
The Delightful Children From Down The Lane
The Delightful Children From Down The Lane
(also referred to as the DCFDTL
and the Delightful Children
) were once KND operatives from Sector Z
but are now the primary enemy of Sector V, having come under the influence of Father
. They had become the DCFDTL because Father put them in the Delightfullization Chamber, which turns anyone delightful. They are also snobbish
(albeit only in their delightful state). They are a parody on the children from John Wyndham's
1957 novel The Midwich Cuckoos
. Revealed in the movie "Operation: Z.E.R.O," they are Nigel's cousins by adoption, though this is unspoken. As Sector Z, they appear to have been active during the time of Monty's period of active duty as Numbuh Zero, as he seemed to know of them and their true identities once he was recommissioned. The fact that they are still children years later when Monty and Ben are full-grown adults may hint at increased longevity, and thus the reason why they are still children. They are always standing in a certain position, and they say everything in unison. Their last appearance is in Operation: I.N.T.E.R.V.I.E.W.S, where they are last seen being hurled down a giant toilet, falling to their supposed deaths.
They have a mirror universe counterpart of five children who speak in valley girl/surfer-type accents rather than the monotone of the DCFDTL, known as The Little Traitor Dudes For Children's Defense. The DCFDTL are responsible for Nigel Uno`s baldness which is revealed in Operation: F.O.U.N.T.A.I.N..
As the DCFDTL, they are voiced by Benjamin "Ben" Diskin, Dee Bradley Baker and Cree Summer. As Sector Z, they are voiced by Ogie Banks, Dave Wittenberg, Jennifer Hale and Tom Kenny.
Father (aka Benedict Uno/Wigglestein)
is the main antagonist of the KND organization and has made it his goal to hinder or flat out destroy them whenever the opportunity arises. Although human, he seems to have demonic powers, such as pyrokinesis and the ability to shapeshift (he had turned into a large dragon in Operation: I.N.T.E.R.V.I.E.W., possibly a homage to Maleficent
of Disney fame.), the origin of which is unknown. In his current form he appears as a dark silhouette with yellow eyes, with a pipe permanently clutched in his mouth. Although extremely dangerous, he still has the mindset of a selfish, spoiled child at times ironically. It was revealed in Operation: Z.E.R.O. that he is the uncle of Nigel Uno.
Father has a mirror universe counterpart named Daddy who is kindhearted towards children and has no apparent powers.
It has been debated throughout the series of Father's true identity. In Operation: A.R.C.H.I.V.E., Father's last name is shown to be Wigglestein. This is supported by the fact that in Operation: I.N.T.E.R.V.I.E.W.S., the initials on Father's chair is B.W. However, it is revealed in Operation: Z.E.R.O. that Father is indeed related to Monty Uno, so his last name could be Uno, but he could have changed his last name so nobody knew he was related to Numbuh 1.
The father Montgomery "Monty" Uno (Numbuh Zero) and Benedict "Ben" Uno (Father), and thus the literal grandfather of Nigel Uno (Numbuh One) and son to one of the Annoyingly Cute Triplets Who Lived Upon the Hill, Grandfather at one point ruled the world, forcing the children of the world to make tapioca for him. He was ultimately defeated by the efforts of Monty and the reformed Kids Next Door, which began the Seventh Age of the Kids Next Door. His memories were lost at the same time as his powers.
Years later, when Benedict Uno had become Father, he used the recommissioning device to restore Grandfather's memories and powers after Numbuh 86 fixed the recommisioning module when Chad/Numbuh 274 had "betrayed" the moonbase. Grandfather thanked Father for reviving him, but immediately ordered him away; since in Grandfather's eyes, Father wasn't a true villain, or else he wouldn't have needed his help. He then revealed his plan; to ageify all kids into Senior Citizombies... and to do the same to anyone who'd ever been a kid. The villains, having all been children at some point in their lives, tried to flee, but in vain; as Grandfather managed to ageify them and every KND operative - save for Numbuh 1, (for reasons unknown) who would soon recommission his father, Numbah Zero. After establishing his army, Grandfather started looking for the book of KND, as it could provide children with hope; the only thing that as he stated "was more powerful than me". He faced his newly-recommissioned son Monty by wrestling with him until he found the Book of KND. When he was about to destroy it, he was flattened by the KND Moonbase that was being "driven" by the combined efforts of Numbuh One and the partially restored members of Sector V, who had been zombified. And even though he survived the crash, Grandfather was ultimately decommissioned by Monty, and restored to his harmless, powerless and apparently senile, state of mind.
Grandfather's powers appear to be similar to those of Father, and while Father claimed Grandfather was stronger than he was, a moment of raw anger on Father's part at being constantly slighted by Grandfather in favor of Monty, whom Grandfather liked more, seems to hint that Father's power was on par with or exceeded Grandfather's.
is a former KND operative (Numbuh 11) and Numbuh 5's evil sister who is now allied with the Teen Ninja. She made her first appearance in Operation: S.U.P.P.O.R.T.
and has since become a recurring villain. Cree is voiced by Cree Summer

. As a Teen Ninja, Cree's weapon of choice is a suit of Battle Ready Armor
: A samurai style suit of plate armor that expands outwards from her training bra until it covers her entire body. Using this, Cree has the ability to fly, and to fire energy blasts of various types.
Prior to the start of season 1 Cree Lincoln was one of KND's operatives, and was the former commander of Sector V. Her code name was Numbuh 11 and, as revealed in Operation: M.A.U.R.I.C.E., her team consisted of Numbuh 5 (her sister), Numbuh 9, and twins Numbuh 8A and Numbuh 8B. She was a dedicated and skilled KND operative who was renowned as being among the most skilled fighters in the organization. It was she who trained Abigail Lincoln. Cree left the KND when she became a teenager - approximately 3 years prior to Operation: M.A.U.R.I.C.E. - and fell off of the radar for several years before returning as a villain.
Cree, as a character, was further expanded in Operation: K.I.S.S. though her past connections to KND remain hidden, and were not revealed until Operation: S.P.A.C.E., in which Abigail calls her by her former code name and Cree states "I'm not a member of the stupid Babies Next Door anymore."
Cree's involvement with KND remained unclear until Season 4, when her background was further expanded during flashbacks in Operation: M.A.U.R.I.C.E. which showed her leading the pre-Nigel Uno Sector V team against the Teen Ninja in the years before she turned against The Kids Next Door.
It was never specified exactly why Cree turned against KND, only that she “got older and changed." Episodes such as Operation E.N.D. indicate that such “changes” are one of the risks associated with becoming a teenager, and there have been similar defections in the past. However, Operation: M.A.U.R.I.C.E. shows that it is not inevitable for an operative to go bad when the operative has reached 13; decommissioning was introduced to safeguard against former operatives taking valuable intelligence with them in the event that they turn. Unusually, Cree appears to maintain her memories of being a KND operative, as well as a concise understanding of 2x4 technology. This is because she was never decommissioned.
was first seen in the show as Numbuh 274 being attacked by Mega Mom and Destructo Dad. In his next appearance, he became 13. He also surprisingly had a close bond with Numbuh 1 when he was a cadet. It was also revealed that Chad Dickson was never decommissioned and he in fact is also an undercover teenage KND operative. After the episode where this was revealed, Chad Dickson was never seen again.
The Teen Ninjas despise children so much, they try many ways to get rid of them, or torture them and they come up with a lot of nefarious schemes against the KND. that is when Chad join them as a tratior of the KND. Their main weapon is Battle Ready Armor (B.R.A. for short (The teen boys also wear this, which is...disturbing)) and they usually speak in teen slang, with words like "dude!" and "totally!". If the Teen Ninjas are ever going to get the chance to torture children, they must first get the KND out of the way. They also invented chickenpox to release on kids. Some Teen Ninjas (such as Maurice/Numbuh 9) are actually undercover teenage KND operatives. Different voice actors have voiced the Teen Ninjas: Benjamin Diskin, Dee Bradley Baker, Kevin Michael Richardson, Jason Marsden, Grey DeLisle, Tara Strong and Tom Kenny.
Professor Triple Extra Large aka Professor XXXL
A recurring mad scientist character whom Numbuh 1 has ran afoul of several times. He appears as a rotund man with orange pointy hair and some kind of mutation on his body (such as a lobster claw for an arm or moose antlers on his head). He is not truly evil as he shows no intention in terrorizing children compared to the other villains in the show, adding that his real goal is to make the perfect snow cone (a snow cone that never melts).
Surprisingly, his original appearance was not even in a KND episode, but an earlier cartoon, Kenny and the Chimp, created by Tom Warburton prior to the KND series.

, a British slang term for a toilet. is played for laughs as a fairly incompetent villain, thus not taken seriously by the KND or Other villains. He has been shown to have rather impressive powers, such as draining bodies of water and taking down several of his fellow villains single-handedly (when he thought they were KND operatives in disguise). However, his gullibility and emotional instability cripples him.
Jimmy Nixon McGarfield
Jimmy Nixon McGarfield
is the former Fourth Grade President of Gallagher Elementary School, who turned completely evil and was arrested by the KND. The KND had to protect him while he was being transported to City Hall via School Bus 1. The Delightful Children from Down the Lane tried to intercept the transportation with the help from the Ice Cream Men
and a robotic copy of Jimmy. The KND prevented the Delightful Children from Down the Lane's villainous acts and defeated (and recognized) the robot copy of Jimmy. At the end of the show, they found out Jimmy was going to make school days longer and have teachers give out extra homework and not give the students lunch breaks thus shockingly siding with Father. Later, Jimmy had called a special school assembly in which he crowned Lizzie Devine his queen. The assembly was scheduled on the day of the snow day and no one attended the assembly. Upset, Jimmy wanted his minions
to capture all the kids, including the Sector V Team (with the exception of a desperately ill Numbuh 1), and bring them back to school for the assembly. When the other four operatives tried to stop Jimmy by rallying the kids against him, their attempts went unsuccessful and they were captured. Jimmy had turned evil for Lizzie in order to impress her, but Lizzie wasn't impressed. That didn't stop Jimmy, as he had planned to use a Modified Boyfriend Helmet to brainwash Lizzie into becoming his queen. During the assembly, a battle broke out between the Kids Next Door and the mad president and his minions and the Kids Next Door came out victorious. After Numbuh 1 dumped the soup Lizzie gave to him on the Modified Boyfriend Helmet, the helmet malfunctioned and was destroyed, destroying the whole school in the process. Jimmy was then apprehended by KND Global Command and was taken to the Kids Next Door Arctic Base
, along with his assistant, Anna Worthington. During their apprehension, Anna revealed to Jimmy she disabled his defenses and freed the KND because she loves him. Maybe they'll learn to love each other while they're incarcerated at the Arctic Base. As revealed in Operation: M.E.S.S.A.G.E., despite the fact Anna and Jimmy are locked up at the Arctic Base, they still attend Gallagher, but the lovebirds are currently serving time in Permanent Detention.
Black John Licorice and his Licorice Pirates
: Operation L.I.C.O.R.I.C.E.
Appearing in Operation LICORICE, the Licorice Pirates are pirates who, as their name suggests, are made out of black licorice due to a curse for tearing down all the licorice trees. They fall apart in the sunlight, but reassemble at night. They are led by Black John Licorice (voiced by Marc Graue), whose name is similar to that of Black Jack chewing gum (the anise flavor of which resembles licorice). They capture Heinrich Von Marzipan from KND Arctic Prison because he ate a candy seed that they needed. The seed in question had to be planted on the island the licorice that they took grew on. They had to water the seed with soda while under the moonlight, causing the seed to grow, which would thereby return the licorice pirates to normal. Stickybeard has been involved with them, once a cabin boy on their ship in his youth. Numbuh Five had to team up with Stickybeard and his Candy Pirates to save Heinrich. Together, they foiled their plans and rescue Heinrich. They parody Captain Barbossa and his cursed pirate crew in Pirates of the Caribbean: Curse of the Black Pearl. Different VAs have voiced the Licorice Pirates: Jeff Bennett, Dee Bradley Baker and Mark Hamill.
Cheese Shogun Roquefort and the Cheese Ninjas
: Operation T.H.E.-S.H.O.G.U.N.
- Shogun Roquefort's Bio: Cheese Shogun Roquefort (voiced by Kevin Michael Richardson) is the ruler of cheese empire. He kidnapped Numbuhs 2 and 4 in Operation T.H.E.-S.H.O.G.U.N., forcing them to work in the Cheese Mines. After escaping, Numbuh 4 led the workers to an exit while Numbuh 2 dealt with the Shogun. Roquefort was defeated after he bonked himself in the head, thus knocking himself out in his throne room. He was knocked out by Numbuh Four at the very end. He made another appearance in Operation I.N.T.E.R.V.I.E.W.S as a participant in the scavenger hunt.
's schemes generally deal with ways to make money through child labor. His first appearance was in Operation C.A.M.P., where he was a camp counselor at Camp Lemmeouttahere

children who misbehave. The KND had him arrested by having him spank a completely innocent kid, and he subsequently reformed and allied with the KND by taking down Mr. Wink and Mr. Fibb's
superchair. However, the KND did not like him living with them, so they subsequently got him sent to jail again by tricking him into spanking a judge (the one who got him arrested in the first place) and his wife (Operation S.P.A.N.K.). It has since emerged that he can pass on the desire to spank naughty children, in other words, turning others into spank-happy vampires
, by spanking someone without his gloves, like a vampire's bite (Operation L.O.C.K.D.O.W.N.) and if the Count turned you into a spank-happy vampire, the cure to the curse is to spank back the Count. When he is absent from his duties, his army of Spank-Happy Vampires must carry out his orders to spank all of the naughty children on their lists. How he escaped from prison for spanking the judge is unknown. Later, in Operation S.P.A.N.K.E.N.S.T.I.N.E., in revenge on Numbuh 2 for getting her grounded for life, Mushi Sanban tried to use the Count's powers to turn her Posh Party Rainbow Monkey into a giant spank-happy Frankenstein monster, using herself as a bait when he went to spank her as punishment for stealing the previously mentioned Rainbow Monkey from Numbuh 3
. Numbuh 2 manages to subdue the monster and then again, he and the Count again team up to once again get even with Mushi, after which he has dinner with the Gilligans and the Sanbans. Numbuh 3's grandmother seems to have an infatuation with the Count. He is on Numbuh 4's bowling team in Operation M.I.S.S.I.O.N. He won the Foreign Villain Award at the Villains' Choice Awards and Dinner Show in Operation AWARDS. In Operation V.I.D.E.O.G.A.M.E., he is the Boss

The Crazy Old Cat Lady
The Crazy Old Cat Lady lives with an immeasurable amount of cats, either black or white, that she calls "her babies." When threatened, she and her cats form a giant cat. She is somewhat part cat, and assumed a dangerous villain as she is usually addressed by Sector V as "her" or "she". She once mistook Numbuh 4 for a cat in a Mr. Huggykins costume yet when "Bobby"-really the Interesting Twins from Beneath the Mountain in disguise-was wearing the costume she could tell he was an impostor, implying she recognized the costume from when Numbuh 4 wore it. She obviously likes fish, as seen in Operation F.I.S.H.Y. She was one of the villains in Operation F.L.U.S.H to invade Sector V's treehouse and was mistaken for Numbuh 2 by the Toilenator. Also the one to address the Toilenator by his real name, Lou. Her cats often scare hamsters or gerbils helping the KND. Voiced by Grey DeLisle.
The Delightful Reaper
Only appearance : The Grim Adventures of the Kids Next Door.
The Delightful Reaper is a fusion of the DCFDTL, Billy, other characters from KND and Billy and Mandy (such as Mandy, Numbuh 2, etc.),Grim's scythe, and Billy's dad's lucky pants, and it fuses kids into it, turning them into skeletons and making it more powerful (also, it is impervious to virtually anything thanks to the lucky pants). Towards the end of the episode, it assimalated so many kids that their appearance inside their cloak's hood formed a giant verion of Grim's head (until mandy gets assimalated,then it looks like a giant skeletal version of Mandy's head). It was defeated when Billy's dad removed the reaper's pants (leaving it vulnerable), and Grim and Numbuh 1 finish it off, freeing the other kids inside it.
Ernest "Ernie" and the Bullies
: Operation M.A.T.A.D.O.R.
Ernie (short for Ernest) is a bully that invents sports that involves kids misbehaving. He first ran the Bully Fights, an organized sport in which he uses adults as the bulls, first getting the adults hyped up on coffee. Numbuh 4 competed in this sport as the matador, which upset the team, including Numbuh 3, because the Bully Fights were interfering with his duties as a KND Operative, and if Numbuh 4 kept competing in the Bully Fights, he could ruin his reputation as a KND Operative. While the rest of the team was out battling the sinister Soccer Mom, Numbuh 4 continued to compete in the Bully Fights and discovered he was going to fight his dad. Numbuh 4 realized his mistake, snapped his dad out of the trance, left the stadium, rioted and freed the other captured adults who signed up for this so-called "How to Be a Better Dad" seminar. Apparently he had some sort of deal with Soccer Mom as the parents freed by Numbuh 4 were seen with the kids captured by Soccer Mom at the end of the episode. Ernie makes his second appearance in B.R.E.A.K.U.P. as the commissioner of the game "Vaseball", a game where kids steal glass and pottery from other peoples' homes and use them as baseballs. Ernie and his henchmen planned to use this vaseball thing to get the vaseball players grounded, so no one can tattle on them as they vandalize everyone's homes with eggs and toilet paper. Numbuh 4 competed in that sport to retrieve his mom's stolen priceless vase and had to make sure it isn't broken, otherwise, it's ballet lessons for him, although Wally would've preferred Military School. When Numbuh 4 found out about Ernie's plan, Numbuh 4 had to stop him from committing the crime. Although Ernie gets the kids grounded, he and his cronies get grounded themselves. Anyway, Ernie is still plotting revenge on Numbuh 4 for putting his Bully Fight operation out of business. Voiced by Dave Wittenberg.

or Eeballaw "Yllaw" Selteeb
is an evil child dictator with a parallel Spock "goatee" who uses kids to rule a parallel Universe
and is the leader of the KND's counterparts, the DNK (Destructively Nefarious Kids) in Operation P.O.O.L. In this episode "Father" and the DCFDTL are good and the other 4 and the DNK are evil. As Numbuh 4's counterpart, he is a genius and a coward. He often forces the DNK members to do his bidding by telling them "If you don't, I'll send you in the Broccoli Mines". He probably loves Rainbow Monkeys. Is currently locked up in the Broccoli Mines. Dee Bradley Baker provides his voice.
Gramma Stuffum and her Food Patrol
(voiced by Grey DeLisle in Operation N.O.-P.O.W.U.H. and Operation F.O.O.D.-F.I.T.E., Jennifer Hale in Operation M.O.V.I.E.) is known not only to cook massive quantities of food
up children, her food is actually known to come to life, and actively try to stuff itself down its victims' throats

). In Operation F.O.O.D.-F.I.T.E., it is revealed she is Gallagher Elementary's cafeteria lady and the songs she sang while force feeding the KND were actually rewritten songs originally by a very adult band named GWAR

seems to be resistant to her food as long as he doesn't know what it actually is made of. Her most powerful minion was the Slamwitch, a giant sandwich monster who was defeated with the combination of the KND and their hamster friend Joaquin. During the events of the Operation VIDEOGAME Video Game, she is the Boss of Operation: DONUTTY, in which she conquered the Sprinkle Puff Donut Shoppe
and wanted to replace the jelly in the doughnuts with spinach, liver and olives, and even haggis if the player was using Numbuh 86 as an active operative. Her KNDanger Rating
Ice Cream Men
The Ice Cream Men
serve ice cream only to responsible adults and teenagers, never kids, and are thus usually shown whizzing by in their trucks, ignoring kids when they're hungry for ice cream. They have been shown with ice-cream-themed weaponry. In Operation G.R.O.W.-U.P., it is revealed these guys work at the Tasty-Taste Ice Cream Factory, according to Numbuh 1
after he was turned into an adult and worked for them. Some of these guys were named in M.A.C.A.R.R.O.N.I.
and C.A.K.E.D.F.I.V.E. Since these guys serve the Delightful Children and Father as their henchmen, the Delightfuls happen to own the Tasty-Taste Ice Cream Factory. They also serve Mr. Boss
and Principal Smelling
as their henchmen.
The Ice Cream Men come in 2 different ranks: the Lesser Version and the Elite Version.
- The Lesser Ice Cream Men are the most frequently-seen. They are seen refusing kids ice cream, running salad and prune juice mines and taking over ice cream parlors. They serve the DCFDTL in Operations I-SCREAM, FLAVOR and PRESIDENT, Mr Boss in Operations MACARRONI and MUNCHIES, Father in Operation CAKED-FIVE and Principal Smelling in Operation RECESS. They work alone in Operations MOVIE, AFLOAT, LEADER, UTOPIA, CANYON, ZERO and AWARDS.
- The Elite Ice Cream Men are Father's personal trained army, high-ranking soldiers, wearing ice-cream themed armor. They are usually sent on special missions, such as having to infiltrate KND Arctic Base to snag the Code Module or stopping President Jimmy from getting to city hall, and also helping their leader, Chef Pierre create the ultimate birthday cake for the DCFDTL.
Interesting Twins from Beneath the Mountain
The Interesting Twins from Beneath the Mountain
, also known as the Interesting Twins
or the ITFBTM
, are a pair of Japanese twins who dress in school uniforms
. They are assisted at one point by ninjas. Like their cousins, the Delightful Children, they talk in monotone, though not always in unison; instead, they often each finish the other's sentence (i.e., Twin Girl: "I am losing my..." Twin Boy: "Patience is a virtue, sister."). They are charged by Father to follow Numbuh Three to the hideout of the Japanese Kids Next Door
. Bad luck plagues them along their way. Their mission, ultimately a trap by Numbuh 3 ends with their beating at the hands of the Japanese Kids Next Door. Their faces have a kind of ying-yang pattern with the girl being more angry and her brother being calmer.
In Operation R.E.C.R.U.I.T., they appear in disguise as "Bobby", a kid who wants to join the KND. Again they are plagued by bad luck. Tara Strong and Tom Kenny provide the voices for the twins.
King Sandy and the Knights of the Round Towel
: Operation B.E.A.C.H.
King Sandy is an eight-year-old kid who thinks he's a king. He comes up with a lot of ways to win Numbuh 3's love, whom he first meets in Operation B.E.A.C.H.. He consistently believes she is a princess and it is his kingly right to marry her. He is assisted by his burly cousins. Madam Margaret's bio: Madam Margaret (a.k.a. Margie) is merely a little girl who has disguised herself as an adult using a robot suit. She is the evil, sexist headmistress of St. Rita's Preparatory School, which is a boarding school for girls. She kidnaps Numbuh 4 and forces him to attend the prep school against his will. With the help from her future self, she plans to make the world a better place by turning all boys into girls. 75 years later, she had built a Supergirlifier Cannon which is capable of turning anything feminine, even the most masculine of things, which includes boys in general. Sally Sanban, Numbuh 3's granddaughter, helped Numbuh 4's future self infiltrate Margaret's castle while the Boys Next Door (The next KND generation) kept her army distracted. Future Numbuh 4 used Margaret's time machine to travel to the present and tip the Sector V team off about Margaret's scheme and rescue Numbuh 4. Numbuh 3 saves the day with H.I.P.P.I.E.-H.O.P., destroying the castle in the process. She is currently in the Arctic Prison. She is voiced by Tom Kenny.

She is menaced by a fusion of the Grim Reaper and the Delightful Children. Mandy herself eventually tries to fuse with the Reaper but is defeated by Grim, Numbuh 1 and Billy's dad Harold. She escapes capture but vows to return.

Mr. Fizz and his Beverage Patrol
(voiced by Jeff Bennett) was shown as the leader of an anti-juvenile task force which banned kids from drinking soda
(a la the Prohibition
), believing kids shouldn't be allowed to have it, as it is known to make them hyperactive. In other words he's the chief of an organization called the Beverage Police
. He and his minions were shown putting disobeying kids in bottles. Fizz had apprehended KND for smuggling soda and root beer, and was later defeated and was forced lift the legal-age law and release the kids he bottled. Even though Fizz was forced to lift the Root Beer ban, this didn't stop him from banning kids from drinking soda. In the comic "Operation: SODA (Skillful Operative's Delivery Attempt)", Fizz vowed to intercept all soda deliveries to soda dens, such as Lime Ricky's Bar, which was why he had to stop Numbuhs 2 and 4 from delivering the soda to Lime Ricky's bar, but usually has no luck intercepting the soda deliveries. He was also shown with barrels of soda on his arms, feet, head, and body, shooting soda at KND operatives which parodies the weapon assault systems from The Centurions
. Mr. Fizz is in a lot of ways like Cuppa Joe, but unlike him, can control his otherwise great craving for caffeine. It's unclear whether Mr. Fizz escaped at the end of Op. POP, as he is later seen in Op MOVIE at a villains' meeting in a movie theater, the supervillains' grocery store
trying to get his hands on "Rainbow Munchies" in Op MUNCHIES, was one of the villains led by Mr. Boss in Op CANYON, and was one of Grandfather's victims in ZERO
. Fizz's Soda Control Cops were briefly seen in W.H.I.T.E.H.O.U.S.E. during the final battle. In S.I.X., he tries to prevent Numbuh Two, Three, and Six from getting the soda to a girl's birthday party only for it to contain a cake meant for the Delightful Children.
Mr. Mogul and Simon
: Operation R.A.I.N.B.O.W.S.
Mr. Mogul and his assistant Simon are the creators of the Rainbow Monkeys juggernaut, and Mogul is the head of the company that makes the dolls. Kidnapped Numbuh Three and tricked her into leading him to a bunch of them on Rainbow Monkey Island by telling her he was giving them a residual check. Never mentioned his actual motive at anything higher than an unintelligible whisper, but was shown locking the monkeys in cages. Mr. Mogul is voiced by Rob Paulsen (Dee Bradley Baker voiced Mr. Mogul in Operation M.O.V.I.E.) while Simon is voiced by Tom Kane.
Mr. John Wink and Mr. Timothy Fibb
: No "P" in the OOL
Mr. Wink and Mr. Fibb (Tom Kenny as Mr. Wink and Dee Bradley Baker as Mr. Fibb, respectively) are two adults who have mostly been shown fighting the KND in souped-up chairs (known to the KND as Super Chairs). In Op.: COWGIRL, their first names were revealed (John and Timothy, respectively), and they were also revealed to be former members of "The Cowboy Kids Club", which also fights adults. Wink is the one with big hair (some of it is over his eyes) and bison horns, and Fibb is the one with the bald head (he lost his hair when he was 14) and resembles a walrus (a thick mustache with long tusk-like teeth and webs in between his very long fingers to make them look more flipper-like). They are a parody of the henchmen Mr. Wint & Mr. Kidd from the 1971 James Bond movie Diamonds Are Forever, although unlike "Diamonds Are Forever," they are not portrayed as gay lovers here.

Nurse Claiborne was the school nurse of Gallagher Elementary School. She has made a million dollars in bake sales with her Apple Crumbles. The secret ingredient to her crumbles is eye crust, in which she infectucates (another way to pronounce/spell infected in KND) kids with pinkeye using water balloons filled with a solution causing it, the kids who get infected are brought to her office and the nurse uses everyone's illness as her secret recipe. The ending of that same episode seems to imply that she uses mucus for the filling, too (when mucus came out after Numbuh 86 sneezed). When Numbuh 2 found out about her plans and told his friends about it, she escaped, and Numbuh 41 and 43 were sent to capture her. She returns in another episode, Op HOME, where she is using Rainbow Monkeys to make Rainbow Munchies and tricked Numbuhs 3 and 5 into believing it was a retirement home for Rainbow Monkeys where Numbuh 3 left her first Rainbow Monkey. In the end, Numbuh 5 punished her by forcing her to fix all the Rainbow Monkeys all by hand by herself. She's voiced by Jennifer Hale.

The Hall Squad and Honor Roll serve 4th grade "President-for-life" Jimmy Nixon McGarfield and his assistant Anna as their minions. Since they also work for the Delightful Children (see top), they do their evil work when following the orders of President Jimmy (since Jimmy is a member of the Delightful Dictatorship.), Principal Smelling or the Parent Teacher Organization of Eradicating Youngsters. They are generally semi-villains because they'll only follow the orders of Gallagher's Presidents and Faculty.
Hall Squad's Bio: The Hall Squad, also called the Hall Monitors or the Safety Patrol, wear the same gear the Secret Service Agents wear (the sunglasses and earpieces), which makes them parodies of the Secret Service.
Honor Roll's bio: The Honor Roll are nerds covered in books. They work for Jimmy and Anna, and are a parody of the droidekas from the prequel Star Wars trilogy. Only two kids were seen on the Honor Roll in Operation: S.N.O.W.I.N.G. and it is highly likely that there are more. Different voice actors have voiced the Honor Roll: Ben Diskin and Dee Bradley Baker.

Anna Worthington is the Fourth Grade President-for-life's assistant who has a crush on him. She is the Common Cold's niece, and she has asked for favors at least once. She was first seen working with the Delightful Children in Operation P.R.E.S.I.D.E.N.T., hoping to stop President Jimmy from making school days short at City Hall. In Operation S.N.O.W.I.N.G. she disabled Jimmy's defenses and freed the KND operatives from their shackles, when it was revealed that Jimmy had feelings for Lizzie Devine. She is currently being held at the KND Arctic Base, sharing her prison cell with a now interested President Jimmy. Voiced by Anndi McAfee.

Principal Smelling is Principal Sauerbraten's boss. When salad dressing was discovered in the playground of Gallagher Elementary School, he ordered Principal Sauerbraten to have that mined so that he can know what he is talking about to the other principals at a banquet later that night. When one of Lizzie's boogers landed in one of the salad dishes, one of the assembled principals discovered this and all the principals left. Thus, Principal Smelling's plan failed and he put his anger out on Principal Sauerbraten ("SAUERBRATEN!"). Since the Ice Cream Men serve him as his minions, it is speculated that he may be close friends with Father. He is voiced by Joe Alaskey.

Principal Sauerbraten is the principal of Gallagher Elementary School. When Numbuh Four landed on the basketball court and salad dressing came up, he was ordered by Principal Smelling to have children mine that stuff so that the other school's principals can know what he was talking about. When Principal Smelling's plan failed, he landed his fork on the controls Numbuh One dropped and the school was covered in salad dressing. Vocied by Jeff Bennett.
Robin Food and his Hungry Men

, steals food from the young and gives it to the old. Robin Food and his Hungry Men frequently raid the Gallagher Elementary Cafeteria to swipe kids' food. Lizzie, outraged at Robin Food ruining her romantic lunch with Numbuh One, uses the KND LOCKAHSOCKAH to storm the Sure Would Forest Senior Center
to retrieve her lunch. Just before Lizzie can force Robin Food to surrender, the Senior Citizen Squad tells Lizzie that Robin Food has been serving them food. Lizzie is touched at Robin Food's kindness, until the SCS reveals that they wanted to eat old people food instead of children's food, and that Robin Food is too lazy to make any food himself. Lizzie gets her lunch back and the SCS administers a beating to Robin Food. Robin Food returned as the host of the Villains' Choice Awards and Dinner Show in Op AWARDS.
: Operation S.A.F.E.T.Y.
Senator Safely(voiced by Dave Wittenberg) is addicted to safety and wants to make the world 100% safe for kids. He built giant "Safety-bots" to "safe-ify" the entire planet after getting eleventy billion dollars. When the Safety-bots went too far and started attacking adults, Safely joined forces with Numbuhs 2 and 4 to shut down the Safety-bots. He knew someone was going to get hurt. He is a fusion of Senator Kelly and Bolivar Trask creator of the Sentinels.
Senior Citizen Squad
: Operation T.A.P.I.O.C.A.
The Senior Citizen Squad was shown hijacking a truck of tapioca pudding. When they later attacked Sector V's Treehouse, which had been soaked with the pudding after the truck crashed into it, the leader of the SCS was revealed to be Numbuh Two's grandma Lydia. Although they consist of old people, they look young because of anti-aging creme. They also have their own mecha called Senior Citizen, but it seems that they only transform in their older state. Even though they don't particularly like the KND, they are usually more concerned with their personal affairs like eating tapioca. Their teenage forms were seen at Mr. Boss' Annual "We Hate the Kids Next Door" barbecue.
: Operation R.O.B.B.E.R.S.
The Six-Gum Gang are a gang of kids wearing cowboy/cowgirl gear. They are potential school bullies due to the fact they were shown staging hold-ups on school buses, stealing kids' homework (Operation R.O.B.B.E.R.S.) and tormenting kindergarteners, stealing their milk money and giving them atomic wedgies (Operation M.E.S.S.A.G.E.). They first appeared in Operation ROBBERS, staging the hold-ups for kids' homework. They did that so their Boss(es), the DCFDTL would get extra credit on their assignments. However, this plan backfired when the DCFDTL presented Numbuh 4's assignment as their own. They make their second appearance in Operation E.L.E.C.T.I.O.N.S., as the Delightful Children got elected as fourth grade president(s) of Gallagher Elementary, they were appointed as the DCFDTL's personal Hall Monitors, but were fired from the Hall Monitor force after the DCFDTL lost their job as fourth grade president and tossed in detention with the Delightfuls. To most fans, the Six-Gum Gang was likely given detention for the homework thefts in R.O.B.B.E.R.S.. If they are the outlaws, then this definitely makes the KND Operatives and Hall Monitors the sheriffs. They were last seen attending a Butt-Busting competition held at the local playground in Operation S.A.F.E.T.Y.. In Operation M.E.S.S.A.G.E., they tail Numbuh 2 to give him the message he [Numbuh 2] was supposed to give to Muffy Jenkins. President Eggleston gave Numbuh 2 the task of delivering the message to Muffy Jenkins and Hoagie left the note in President Eggleston's office.
Their names, according to the credits, are: Dixie, Runt (Dixie and Runt are both voiced by Jennifer Hale), Wilbur (voiced by Benjamin Diskin), Lunk it has been implied Lunk has a crush on Numbuh 5 (much to her disgust) (voiced by Dee Bradley Baker), and Goof (voiced by Tom Kenny). Runt is the leader of the group.
Stickybeard and His Candy Pirates

who sailed around the city in his ship the Sweet Revenge
with his army of Candy Pirates, stealing candy from children, including Numbuh Five's stash. Even his beard
is laden with candy (thus the name). He also shows some respect for Numbuh Five as well. He has proven himself to be not such a bad guy after all, as he saved the Sector V operatives from a Moby Dick-esque asparagus monster in Operation A.F.L.O.A.T.. He also teamed up with Numbuh 5 in Operation: L.I.C.O.R.I.C.E. to save Heinrich von Marzipan from evil pirates made out of licorice
, who Stickybeard worked for as a cabin boy on their ship in his youth. These acts have made Stickybeard more an anti-hero

. He is on Numbuh 4's bowling team in Operation M.I.S.S.I.O.N.. He has two cabin boys named Chewy and Gooey. He is the Boss of Operation S.H.I.P.S.H.A.P.E. in Operation V.I.D.E.O.G.A.M.E.. Has a KNDanger rating of 8.2. He bowls on Tuesdays, as revealed in Operation Q.U.I.E.T..
Ms. Thompson and Valerie
is Numbuh 5's school rival, who lives next door to the Lincolns. She, like the Delightful Children, is snobbish and evil. She is actually a Were-Poodle who eats children's homework. She wanted to stop Numbuh 5 from getting into the school's Honor Society by eating her homework. With help from Numbuhs 2 and 4, Numbuh 5 broke into Valerie's house to hunt down the dog who ate her homework, only to discover that Valerie IS the dog who ate her homework and she almost ended up getting eaten by Valerie or turned into a were-poodle herself if Numbuh 4's awful homework hadn't stopped her, because were-dogs are given food poisoning when they eat awful homework. It is likely she lost her Were-Dog Transformation ability after the KND broke the Curse of the Were Dog. She is voiced by Grey DeLisle.
Ms. Thompson is Numbuh 4 and 5's homeroom teacher at Gallagher Elementary. She became possessed by the Queen of the Were-dogs after she put on the necklace her angry ex-husband gave her. While undergoing this transformation, her house was transformed into a doghouse and she gave several Gallagher Honor Society members the Curse of the Were-Dog, including Valerie. After scolding Valerie for revealing her secret, she transformed Numbuh 5 into a Were-Dog while Numbuh 5 was searching her house for the Cinder Block the KND use for their Cinder Ball games. Mrs. Thompson made Abigail steal her friends' homework so her evil Were-Dog empire can eat all of the homework. She made Numbuh 5 do that so she can change Numbuh 5 back to her human form, but she broke her promise. The KND got the necklace off Mrs. Thompson and all the students, and her house, were transformed back to normal. Almost at the end of the episode R.O.B.B.E.R.S, she was wearing a diamond wedding ring on her left hand, meaning she was married. Voiced by Jennifer Hale.
Windsor is the son of Vin Moosk's former boss at Accounting and Son. After Moosk turned against Windsor's father, Windsor took matters into his own hands, joining Moosk and Moosk's new ally, Froggy McDougal, pretending to be a tie hunter in order to trick Moosk into becoming an accountant again. He made a deal with the Queen Tie, who lived at Tieland Shopping Mall: he would lure Moosk to Tieland, where she would use her breath to make him an accountant again. Later on, Moosk acquired yet another ally, Numbuh 1 of the Kids Next Door. However, Windsor continued as planned since Numbuh 1 did not suspect him any more than Moosk or Froggy did. The group stormed the Shopping Mall, attacking ties until they reached the center of the Mall where they were supposed to set up Starch Bombs to destroy all the tie eggs. Windsor stole the detonator, and the Queen Tie breathed on him, revealing he was an accountant to a shocked Moosk and Numbuh 1. After Numbuh 2 and Numbuh 4 saved Numbuh 1 in their S.C.A.M.P.E.R., Moosk attacked Queen Tie and destroyed her, making him an accountant again. However, Windsor ultimately failed as Numbuh 1, disguised as a delivery boy, delivered some spray starch to Moosk and reminded him of his tie-hunting career. Windsor's name is likely taken from the windsor knot. He is voiced by Jason Marsden.
Also in the series are unknown adult villains that make cameos with the other known villains in any events like in Operation: MOVIE, Operation AFLOAT, Operation UTOPIA, Operation: AWARDS, and Operation: ZERO. None of them were named (some were identified on the Q&A of the KND fan forum). Some of those villains include:
- An unnamed villain in a costume that resembles Sheep from Sheep in the Big City that also wears a beret. He was defeated by Numbuh Four in Operation MOVIE, by the KND in Operation ZERO and by Knightbrace in Operation AWARDS. He also appeared in Operation AFLOAT. He was seen near the Cat Lady.
- An unnamed clown woman villain (no relation to anyone in the Clownarelli Family). He was defeated by Numbuh Four in Operation MOVIE. He was seen near Gramma Stuffum and Knightbrace.
- An unnamed cloud-topped villain. He was defeated by Numbuh Four in Operation MOVIE and by Knightbrace in Operation AWARDS. He was sitting next to Big Brother.
- An unnamed villain in a fishbowl-like helmet. He was defeated by Numbuh Four in Operation MOVIE and by Knightbrace in Operation AWARDS. He had a little discussion with Knightbrace.
- An unnamed lightbulb-head villain which has made several cameos and no speech. It has later been confirmed that his name is "Bright Idea".

is an insane adult who is angry at Numbuhs 1-4 (Numbuh 1 in particular) for imprisoning her in Prison Inc., the home for "The Criminally Childish". At first she did not trust The real Numbuh 1 for a while (thinking it was alternate Numbuh 1), asking him multiple questions about the KND. (The hardest being "Who had a crush on Numbuh 3?" and Numbuh 1 was not allowed to say Numbuh 4). But eventually she told Numbuh 1 to go to the Washington Monument
. She is the mother of Leopold Lincoln

Destructively Nefarious Kids
The Destructively Nefarious Kids
for short) are the opposite counterparts of the KND. They totally despise children, they take them in the negative universe and force them to do nothing but work while the adults do kid stuff and the kids in the positive world are free. They rule the negative universe with an iron fist and enforce the rules they make through fear and intimidation. After the KND and Lizzie defeat Negative Numbuh 4 and send him to the Broccoli Mines, the DNK operatives were reformed and are going to make their world a better place for everyone.

- Negative Numbuh 1 (Legin "Eigin" Onu): Numbuh 1's counterpart. Is weak, timid and always being pushed around by others.
- Negative Numbuh 2 (Eigaoh Eltsihwynnep Nagillig): Numbuh 2's counterpart. Is not very bright and is good at telling jokes. Both he and Negative Numbuh 1 are voiced by Benjamin Diskin.
- Negative Numbuh 3 (Ikuk Nabnas): Numbuh 3's counterpart. Is a bad-tempered pessimist who constantly frowns, and probably hates Rainbow Monkeys and not absent-minded. Voiced by Lauren Tom.
- Negative Numbuh 4 (Eeballaw "Yllaw" Selteeb): see above
- Negative Numbuh 5 (Liagiba "Ybba" Nlocnil): Numbuh 5's counterpart. Is a nerd, laughs like a dork and probably hates candy. Also wears glasses suggesting that Positive Numbuh 5 needs glasses but wears contact lenses instead. Voiced by Cree Summer. Her facial appearance bears an uncanny resemblance to Chuckie from Rugrats, and possibly All Grown Up!.
- Negative Numbuh 86 (Secnarf "Ynnaf" Thgirbluf): Numbuh 86's counterpart and Negative Numbuh 4's bodyguard. Is kind, helpful, not truly evil and probably hates Rainbow Monkeys. She is voiced by Jennifer Hale.
- Htebazile "Eizzil" Enived: (possibly Negative Numbuh 49) Lizzie Devine's counterpart and ex-girlfriend of Negative Numbuh 1. Is cruel and overbearing. Voiced by Grey DeLisle.

But one day Henrietta fell victim to a curse that transformed her into a boy named Heinrich. Heinrich then went on to become Numbuh 5's enemy and the enemy of the KND, until the curse was finally broken by Numbuh 5 when he/she decide to share his/her candy. Her name is a pun on marzipan

is the ruler of the fictional land of La Spinachia who sent Amerigo Vespinachio(a parody of Amerigo Vespuchi
to get people everywhere to eat spinach. He turns out not to like spinach either after he signs the treaty forbidding them to endorse spinach in their school and they head to Canada. His kingdom, Spinachia, refers to the fictional town where Popeye the Sailor

is a living pair of white briefs as well as an assassin The DCFDTL sent to take out Numbuh One. He hates kids because of their tendency to leave their underwear lying around in neglect. He has a condo in Florida, and became the KND's friend once he found out Numbuh One folds his underwear and saves Numbuh One. . The scientists wanted to make a Rainbow Monkey in their own image. "Unfortunately, they succeeded", as the doll turned out dorky-looking like the scientists who created him and nobody loved it, so they fired it into space. After wearing himself down to the bare mechanical parts and collecting spare parts from space junk
, Rainbow Monkey 4-Ever, now calling itself RAMON-4
(a portmanteau of his original name: the "RA" and "MON" from "Rainbow Monkey" and the 4 from 4-Ever) returned for revenge, capturing all the Rainbow Monkeys from all the girls(and numbuh 1)on Earth, including Numbuh 3 (Operation: SATURN). However, when Numbuh 3 showed it the true meaning of love, RAMON-4 had a change of heart and sent all the dolls back to Earth (much to Numbuh 4's disgust).
He would definitively be the Kids Next Door spinoff of Star Trek's V'Ger living machine. Several things were the same between RAMON-4 and V'Ger:
-Both had original names that were scratched or covered and were renamed (Rainbow Monkey 4-Ever and Voyager VI)
-Both became enormous space vessels that searched the Galaxy for certain reasons (V'Ger became a giant spaceship and RAMON-4 became a mesh of space garbage that transformed into a spacecraft)
-Both in the end received a gift that helped them become more than they were (RAMON-4 received Numbuh 3's love and gave back the Rainbow Monkeys, while Decker merged with V'Ger and gave it the human equation, thus giving V'Ger what it wanted in the first place)

was originally Bonko the Clown who was the old partner of Joko the Clown (Mr. Lincoln's old career) that did birthday parties until it came to the incident where Bonko forgot the punchline and was knocked out and Joko disappeared. He ran the Clownarelli Family and didn't want anyone telling jokes on his turf. When Numbuh Two breaks his rule, his henchmen brought Numbuh Two to him at his base in the circus. Numbuh Two escapes his punishment and heads into the circus tent where Numbuh Five was and she ended up helping him there until Mr. Lincoln stepped in and Clownfather stopped his attack. Unfortunately, the punchline-forgetting incident happened again. He is a spoof of Vito Corleone
