Congress Participants
The Austrian emperor Francis I (formerly Holy Roman Emperor Francis II) was the host. Among the many monarchs to attend the congress the most important were Czar Alexander I of Russia and King Frederick William III of Prussia. Fürst von Metternich was the chief Austrian negotiator and presided over the congress; Viscount Castlereagh and, for a time, the duke of Wellington represented Great Britain; the Russian delegation included Count Nesselrode, Count Capo d'Istria, and Carlo Andreo Pozzo di Borgo; among the Prussian diplomats were Karl August von Hardenberg, Wilhelm von Humboldt, and Karl vom und zum Stein.
A peace settlement with defeated France had been reached before the congress convened (see Paris, Treaty of, 1814), but France was represented by Charles Maurice de Talleyrand, who, by skillfully exploiting differences among the allies, soon obtained an equal voice with the four great victorious powers. All other European states, large and petty, that had legally existed before the Napoleonic upheaval were represented by an army of delegates and agents, but the important work was carried out in committees under the tutelage of the major powers.
Issues
The problems confronting the congress were extremely thorny and complex, for the French Revolution and the Napoleonic Wars had swept away the entire structure of Europe. Although the principle of legitimacy—restoration of the pre-Revolutionary dynastic and territorial states—was often ceremoniously invoked, it was the determination to achieve a balance of power for the preservation of peace that guided congress decisions. The principle of national self-determination, although invoked in certain cases, was neglected in practice. The congress opened with a round of magnificent balls and entertainments, while its serious business was stalled by intrigues and rivalries.
Territorial Adjustments
Major territorial changes were unavoidable, partly because of previous secret agreements reached among individual allies and partly because of the pressure of power politics. Major points of friction were the settlement of the Polish question, the conflicting claims of Sweden, Denmark, and Russia, and the adjustment of the borders of the German states. Russia and Prussia were generally opposed by Austria, France, and Britain, which at one point (Jan., 1815) went so far as to conclude a defensive triple alliance. The shock of this crisis and of the return of Napoleon I from Elba so upset the delegates that the congress began to find solutions for its many difficulties.
In place of the defunct Holy Roman Empire or its several hundred princes, the German Confederation was created. The Confederation's constitution was accepted on June 8, 1815, and was incorporated into the Final Act of the congress, signed on June 9, nine days before Napoleon's defeat at Waterloo. The restoration of Louis XVIII in France and of Ferdinand VII in Spain was confirmed.
Italy was dealt with as a geographic rather than a political entity, and its hopes for unity were dashed. Naples and Sicily were reunited under Bourbon rule; the Papal States were restored; the duchies of Parma, Piacenza, and Guastalla were awarded to French Empress Marie Louise for her lifetime; Tuscany and Modena were restored to the house of Hapsburg-Lorraine; the Lombardo-Venetian kingdom was set up under Austrian rule to compensate Austria for its loss of the Austrian Netherlands; and the formerly Venetian part of Dalmatia also went to Austria. The kingdom of Sardinia was restored and recovered Savoy, Nice, and Piedmont, and it received Liguria with Genoa.
Poland was redivided among Russia, Prussia, and Austria, with Russia benefiting primarily; part of Poland, with Warsaw, was set up as a kingdom in personal union with Russia; Kraków and its surrounding territory were made a republic under the protection of Russia, Austria, and Prussia. Since Austria received Italian territories to compensate for Russian gains, Prussia was awarded much of Saxony as well as important parts of Westphalia and Rhine Province. Great Britain, more interested in acquiring strategic colonial territories, retained the former Dutch colonies of Ceylon (Sri Lanka) and Cape Colony, received parts of the West Indies at the expense of the Netherlands and Spain, kept Malta and Helgoland, and obtained a protectorate over the Ionian islands.
The former Austrian Netherlands was united with the former United Provinces as the kingdom of the Netherlands, under the house of Orange. Russia retained the formerly Swedish Finland. The congress confirmed the transfer of Norway from the Danish to the Swedish crown; W Pomerania, the claim to which Sweden had ceded to Denmark in the Treaty of Kiel (1814), was given to Prussia, which compensated Denmark with the duchy of Lauenburg. Bavaria received its approximate present-day boundaries, as did Württemberg and Baden. Switzerland was enlarged, and Swiss neutrality was guaranteed. As regards France, a new peace settlement was reached on Nov. 20, 1815 (see Paris, Treaty of, 1815). The Final Act of Vienna was subsequently ratified by the powers concerned, but several separate treaties were required to complete the settlement.
Consequences
Although the territorial changes brought about by the Congress of Vienna did not endure long in entirety, they represented a practical if not always equitable solution and an attempt at dealing with Europe as an organic whole. The Quadruple Alliance and the Holy Alliance, designed to uphold the decisions of Vienna and to settle disputes and problems by means of conferences, were an important step toward European cooperation. The Concert of Europe, which functioned—even though imperfectly—through the 19th cent., may be credited to the Congress of Vienna.
An auxiliary accomplishment of the Congress was the adoption of standard rules of diplomacy. Serious defects, however, included the disregard of the growing national aspirations and the social changes that brought about the revolutions of 1848, and the failure to include the Ottoman Empire in the settlement and to deal satisfactorily with the Eastern Question.

Intended primarily to serve the legislative branch of the government, it is now open to the public as a reference library and sends out many books through an interlibrary loan system. It has African and Middle Eastern, Asian, European, and Hispanic divisions; a law library; and excellent collections of manuscripts, serials, incunabula, geography and maps, rare books, prints and photographs, motion pictures, music and recordings, science and technology, and computer files, representing materials in more than 450 languages. As of 1999, the Library of Congress contained some 115 million items, including about 17 million books, 4 million maps, and 50 million manuscripts. Its Online Catalog provides a database of some 12 million items from its collections. The library sells duplicate catalog entries on magnetic tape to smaller libraries for the books it adds to its collections. It provides other vital services to libraries through its many bibliographic functions (among them maintaining the National Union Catalog of the holdings of 700 large libraries in the United States and running the National Library Service for the Blind and Physically Handicapped) and its Copyright Office. The library's Poetry and Literature Center (est. 1936) is the home of the U.S. poet laureate. Mainly supported by congressional appropriations, the library also has income from gifts by foundations and individuals, administered by the Library of Congress Trust Fund Board.

Although the Congress claimed to represent all Indians, many Muslims, fearful of the vast Hindu majority, began to withdraw from the Congress. The Congress was divided on approaches to economic reform; the conservatives favored cautious reform while the leftists, of which Jawaharlal Nehru was a leader, urged socialism. The great strength of the organization was shown in the provincial elections of 1937.
At the outbreak of World War II, the Congress voted for neutrality. When India came under Japanese attack, the Congress demanded immediate concessions from Great Britain toward a democratic government in return for cooperation in the war effort. The British responded by outlawing the organization and arresting its leaders. In the 1946 elections to the Indian constituent assembly, the Congress lost the Muslim vote to the Muslim League; it reluctantly accepted the partition of the Indian subcontinent and the formation of the state of Pakistan.
After partition the Congress, as the largest party, governed India under Nehru's leadership. The Congress successfully adjusted to its new role as a political party and won the majority of the seats in the next election. It retained this support into the 1960s. After Nehru's death, the party began to lose support. The leadership of Nehru's daughter, Indira Gandhi, who became prime minister in 1966, was challenged by a powerful right-wing group within the Congress, and in 1969 the party formally split into two factions; one led by Morarji Desai, the other (New Congress) by Indira Gandhi.
In the 1971 national elections and the 1972 state elections Gandhi's faction won strong victories, but, in a reaction against her emergency rule, it lost the election of 1977. It was the first time the Congress had lost government control since independence. Gandhi (now with a new faction, Congress Indira) returned to power in the 1980 elections, called when the opposition coalition disintegrated.
After her assassination (1984), her son Rajiv Gandhi succeeded to the leadership. Although he led Congress to reelection in 1984, the party was defeated in 1989 because of scandals and became the major opposition party. Following the assassination of Rajiv Gandhi during the 1991 election campaign, P. V. Narasimha Rao became head of the party and, after Congress won a plurality in parliament later that year, prime minister. In 1996 scandal again led voters to reject Congress at the polls, but Rao remained party leader. Leadership soon passed to the ineffectual Sitaram Kesri, but in 1998 Rajiv Gandhi's widow, Sonia Gandhi, a political newcomer, was elected head of Congress and had some success in rebuilding party support among Muslims and the poor. Congress nonetheless did poorly in the 1999 elections. In 2004, however, Congress returned to power, but the foreign-born Gandhi declined to lead the new coalition government; Manmohan Singh, a former finance minister, became prime minister.

First Continental Congress
Indignation against England's colonial policy reached fever pitch in the colonies after the passage (1774) of the Intolerable Acts, and the Sons of Liberty and the committees of correspondence promoted the idea of an intercolonial assembly similar to the one held (1765) at the time of the Stamp Act.
The First Continental Congress (Sept. 5-Oct. 26, 1774) was made up of delegates from all the colonies except Georgia. It met in Carpenter's Hall, Philadelphia, and Peyton Randolph was chosen to preside. The meeting's general purpose was to express colonial grievances against British policy, and only a few radical members considered the possibility of breaking with England. The plan of Joseph Galloway for reconciling Great Britain and the colonies under a new imperial scheme was introduced but rejected.
The session's most important act was the creation of the Continental Association, which forbade importation and use of British goods and proposed prohibition of colonial exports. Several petitions of grievances, written principally by John Dickinson, were sent to the king, and the meeting was adjourned until May 10, 1775.
The Second Continental Congress
Smoke from the battles of Lexington and Concord (Apr. 19, 1775) had scarcely cleared when the Second Continental Congress met on the appointed day in Philadelphia. Armed conflict strengthened the radical element, but only gradually did the delegates swing toward independence. A Continental army was created to oppose the British and, through the agency of John Adams, George Washington was appointed (June 15, 1775) commander in chief. The reconciliation plan offered (1775) by Lord North's government was tabled. A diplomatic representative, Silas Deane, was sent (Mar., 1776) to France. American ports were opened in defiance of the Navigation Acts. Finally, the momentous step was taken: Congress on July 4, 1776, adopted the Declaration of Independence.
The Congress, a young and unsteady organization, had little money and limited means for obtaining more. Nevertheless, it struggled to press the conduct of the war while moving, under force of military circumstances, from place to place; it met at Philadelphia (1775-76), Baltimore (1776-77), Philadelphia again (1777), Lancaster, Pa. (1777), York, Pa. (1777-78), and Philadelphia once more (after 1778). There was friction between Congress and the military leaders, and the soldiers, contemptuous (sometimes justly) of the politicians, constantly agitated for their pay and their rights. The Congress, jealous of its powers, frequently hindered Washington in his strategy.
The Postwar Continental Congress
After the war ended and the Articles of Confederation took force, the quality of Congressional membership declined, since state offices were more desirable; and the Congress itself eventually dissolved. The Congress of the postwar period has, however, been underrated by many. Though shackled by the weaknesses of the federal structure, which sharply curtailed its power and particularly its ability to raise funds, the Congress can be credited with some accomplishments—notably the Ordinance of 1787, which set up the Northwest Territory; resolution of the Wyoming Valley territorial dispute; and adoption of the decimal system of currency.

The Senate
The senators, two from each state, have six-year terms and were chosen by the state legislatures until 1913, when the Seventeenth Amendment, providing for their direct popular election, went into effect. Actually, many states, especially in the West, had already in effect adopted this reform through the use of the direct primary. The terms of one third of the senators expire every two years. A senator must be at least 30 years old, a U.S. citizen of not less than nine years standing, and a resident of the state in which he or she is elected. The Senate is presided over by the vice president of the United States, who has no part in its deliberations and may vote only in case of a tie; in his absence his duties are assumed by a president pro tempore, elected by the Senate.
The House of Representatives
Members of the House of Representatives are apportioned among the states according to their populations in the federal census. Every state is entitled to at least one representative. States that are entitled only to one (currently Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont, and Wyoming) have a representative at large, i.e., one elected by the whole state. The legislatures of those states entitled to more than one representative have been required since 1842 to divide their states into congressional districts. Representatives are chosen for two-year terms, and the entire body comes up for reelection every two years. A representative must be 25 or older, a U.S. citizen of at least seven years standing, and a resident of the state in which he or she is elected. Although without a vote (except on the committees on which they serve), one resident commissioner from Puerto Rico (elected for a four-year term) and one delegate each from the District of Columbia, American Samoa, Guam, and the U.S. Virgin Islands (elected for two-year terms) sit in the House. The presiding officer of the House, the speaker, is elected by the members of the House and may designate any member of the House to act in his absence. In 1910 a revolt against the powerful speaker, Joseph Gurney Cannon, resulted in the transfer of much of the power and influence of that office to the House committees. The reforms of the mid-1970s, however, modified seniority rules and gave committee members and the speaker more powers, and changes introduced in the mid-1990s by the Republicans further reduced the influence of seniority and concentrated more power in the speaker and other members of the majority leadership.
Responsibilities of Congress
The most important responsibility of Congress is that of making the laws of the United States. In both houses the work of preparing and considering legislation is done by standing committees, and in addition there are special committees in each house as well as joint committees with bicameral membership. The two houses have an equal voice in legislation, but revenue bills must originate in the House of Representatives. Bills, after having been passed by each house separately, must be signed by the president of the United States within 10 days of their submission, or they become law automatically, unless Congress is not in session. If vetoed by the president, a bill may become law only by its repassage by a two-thirds majority in each house. The Constitution requires a regular annual meeting of Congress, which, since the passage of the Twentieth Amendment in 1933, begins on Jan. 3 each year. The president may call an extra session of Congress or of either house. The proceedings of each house are recorded in the Congressional Record.
Only the House of Representatives may impeach the president or other federal officers and the Senate alone has the authority to try impeachments, but each house is the judge of the qualifications of its own members. The Senate must ratify all treaties by a two-thirds vote and confirm important presidential appointments to office, including cabinet members, judges of federal courts, and high-ranking officers of the armed forces. Because of this and because it is the smaller body and its members enjoy longer terms of office and virtually unlimited debate, the Senate is regarded as the more powerful of the two houses.
Congress, as a whole, reached the zenith of its power during Reconstruction. Throughout its history many critics have charged that Congress operates under antiquated machinery and processes that are inadequate. Procedural reforms proposed have included the adoption of a rule of relevancy in Senate debate, employing joint hearings on similar bills, liberalizing the methods by which a bill may be discharged from committee for consideration, and abolishing seniority as the basis for committee chairmanships.

The organization has five operating levels. Ultimate authority is vested in those attending its biennial convention, but between conventions the organization is run by an executive council, which is composed of the executive officers (president, secretary-treasurer, and executive vice president) and 51 vice presidents. Executive officers handle the day-to-day operations of the organization, and they are advised by a general board consisting of the executive council members, a chief officer of each affiliated union and of each programmatic department within the AFL-CIO, and four regional representatives from the 51 state federations. In addition to these levels of authority, the AFL-CIO carried over autonomous departments from the AFL (such as the Building Trades Dept.) and added an Industrial Union Dept. to handle the problems of the former CIO unions. The union's 13 programmatic departments handle the work of the federation, including labor organizing, political education, legislation, civil rights, and worker safety and health.
History
American Federation of LaborIn 1881 representatives of workers' organizations, meeting in Pittsburgh, formed the Federation of Organized Trades and Labor Unions in the United States and Canada. In 1886 at another conference in Columbus, Ohio, this group reorganized as the American Federation of Labor. Opposed to the socialistic and political ideals of the Knights of Labor, the AFL was, instead, a decentralized organization recognizing the autonomy of each of its member national craft unions. Individual workers were not members of the AFL but only of the affiliated local or national union. From its inception the AFL emphasized organization of skilled workers into craft unions (composed of a single occupation such as painters or electricians), as opposed to industrial unions (where all the workers in the automobile or steel industry would belong to one union).
Opposed to the idea of a labor party, the AFL was a relatively conservative political force within the labor movement of the late 19th and early 20th cent. But the union did help secure for its members higher wages, shorter hours, workmen's compensation, laws against child labor, an 8-hr day for government employees, and the exemption of labor from antitrust legislation (see Clayton Antitrust Act). Under the leadership of Samuel Gompers, William Green, and then George Meany, the AFL became the largest labor federation in the United States, with a membership of over 10 million at the time of its merger with the CIO in 1955.
Congress of Industrial OrganizationsWithin the AFL in the early 1930s a strong minority faction evolved, advocating the organization of workers in the basic mass-production industries (such as steel, auto, and rubber) on an industry-wide basis. John L. Lewis of the United Mine Workers of America led this faction in forming a Committee for Industrial Organization in 1935. This group (changing its name in 1938 to Congress of Industrial Organizations) immediately launched organizing drives in the basic industries. The spectacular success of those drives, particularly in the automobile and steel industries, enhanced the CIO's prestige to the point where it seriously challenged the AFL's hegemony within U.S. organized labor. After fruitless negotiation the parent body revoked the charters of the 10 dissident international unions.
The CIO, under the presidency of Lewis until 1940 and then of Philip Murray until his death in 1952, followed more militant policies than the AFL. The CIO's Political Action Committee, headed by Sidney Hillman of the Amalgamated Clothing Workers Union, played an active role in the CIO's attempt to urge its membership into more active political participation. The CIO grew rapidly until its affiliated international unions numbered 32 at the time of the 1955 merger, with an estimated membership of five million. Its growth, however, was marked by internal dissension; the International Ladies Garment Workers Union (ILGWU) withdrew in 1938 and the UMW in 1942. While the AFL was grappling with the problem of gangster-dominated affiliates, the CIO decided in 1948 to bar Communists from holding office in the organization, and in 1949-50 it expelled 11 of its affiliated unions, which were said to be Communist-dominated.
Merger to the PresentDuring the entire period of the alienation of the CIO from the AFL, the idea of merger was being considered by elements in both federations, and labor's concern over the apparent antiunion policies of President Eisenhower's administration (the first Republican administration in 20 years) gave new impetus to the movement for labor unity. The death in 1952 of the presidents of both organizations and the appointment of George Meany to head the AFL and Walter P. Reuther to run the CIO paved the way for a merger in 1955.
At its first convention the merged organizations, now called the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), elected Meany as its president. In 1957 the AFL-CIO adopted antiracket codes, and the convention expelled the Teamsters Union for alleged failure to meet the parent organization's ethical standards. The AFL-CIO took a major step in 1961 in the direction of settling internal disputes by setting up a mandatory arbitration procedure.
A submerged dispute between George Meany and Walter Reuther, who opposed the AFL-CIO's conservative approach to civil rights and social welfare programs, finally erupted in 1968 and the United Automobile Workers (UAW) withdrew from the union. The AFL-CIO supported the Democratic presidential candidates in 1956, 1960, 1964, and 1968. In 1972 however, Meany led the AFL-CIO into a neutral stance, supporting neither major candidate. Meany decided not to run for reelection in 1979 and Lane Kirkland, who had been secretary-treasurer for the AFL-CIO, was elected president.
From the start of Kirkland's term, the AFL-CIO was forced to adapt to a number of adverse economic trends. Union membership dropped from 33% of all U.S. workers in 1960 to 14% in the late 1990s. To shore up organized labor's declining influence, the AFL-CIO concentrated on organizing service workers and public employees and improving labor unity. In 1981 the UAW rejoined the union; the Teamsters (1988) and United Mine Workers (1989) later followed.
Kirkland retired under pressure in 1995. Thomas R. Donahue, the AFL-CIO's secretary-treasurer, was named interim president, but Donahue was challenged for the federation's presidency by John J. Sweeney, who won the first contested election for president in the AFL-CIO's history. In 2005, heads of some of the organization's largest and most active unions, led by Andrew Stern of the Service Employees International Union (SEIU), unsuccessfuly attempted to secure Sweeney's retirement and to implement other organizational changes, such as the merging of the ALF-CIO's member unions into 20 large unions, each representing a segment of the economy, and the refocusing of its energies to stress the unionization of unrepresented workers. The SEIU, Teamsters, United Food and Commercial Workers, Laborers' International, and Unite Here subsequently left the AFL-CIO, and with several other unions formed the Change to Win Federation.

(1814–15) Assembly that reorganized Europe after the Napoleonic Wars. The powers of the Quadruple Alliance had concluded the Treaty of Chaumont just before Napoleon's first abdication and agreed to meet later in Vienna. There they were joined by Bourbon France as a major participant and by Sweden and Portugal; many minor states also sent representatives. The principal negotiators were Klemens, prince von Metternich, representing Francis II (Austria); Alexander I (Russia); Frederick William III and Karl August, prince von Hardenberg (Prussia); Viscount Castlereagh (Britain); and Charles-Maurice de Talleyrand (France). The Congress reduced France to its 1789 borders. A new kingdom of Poland, under Russian sovereignty, was established. To check possible future aggression by France, its neighbours were strengthened: the kingdom of The Netherlands acquired Belgium, Prussia gained territory along the Rhine River, and the Italian kingdom acquired Genoa. The German states were joined loosely in a new German Confederation, subject to Austria's influence. For its part in the defeat of Napoleon, Britain acquired valuable colonies, including Malta, the Cape of Good Hope, and Ceylon. The Vienna settlement was the most comprehensive treaty that Europe had ever seen, and the configuration of Europe established at the congress lasted for more than 40 years.

(1822) Last of the meetings held by the Quadruple Alliance (Russia, Prussia, Austria, and Britain). The congress met in Verona, Italy, to consider a request by the alliance's ally, France, to intervene in the revolutionary situation in Spain. The congress agreed to support France if it were attacked by Spain and authorized a French expedition into Spain. However, Britain threatened to use its sea power to prevent interference with the revolts in Spanish America. Increasing discord caused a breakdown in the congress system begun by the alliance in 1815.

(1820) Meeting of the Holy Alliance powers held at Troppau in Silesia (modern Opava, Czech Rep.). Attended by representatives of Austria, Russia, and Prussia and by observers from Britain and France, the alliance signed a declaration of intention (the Troppau protocol) to take collective action against revolution. The congress agreed that states having undergone revolutions would be excluded from the European alliance. They invited the king of the Two Sicilies to meet at the Congress of Laibach to discuss intervention against the revolution in Naples. Britain and France did not accept the protocol, demonstrating the division between the eastern and western members of the alliance and seriously weakening it.

U.S. library, the largest and one of the greatest of what may be considered national libraries. Founded in Washington, D.C., in 1800, it was housed in the Capitol until the building was burned by British troops in 1814; it moved to permanent quarters in 1897. In addition to serving as a reference source for members of Congress and other government officers, it is outstanding among the learned institutions of the world, with magnificent collections of books, manuscripts, music, prints, and maps. It contains some 18 million books, 2.5 million recordings, 12 million photographs, 4.5 million maps, and more than 54 million manuscripts.

(Jan. 26–May 12, 1821) Meeting of the Holy Alliance powers that set the conditions for Austrian intervention in and occupation of the Kingdom of the Two Sicilies in action against the Neapolitan revolution (1820). The congress proclaimed its hostility to revolutionary regimes, agreed to abolish the Neapolitan constitution, and authorized the Austrian army to restore the absolutist monarchy. The British and French protested the decision.

Broadly based political party of India, founded in 1885. The Congress Party was a moderate reform party until 1917, when it was taken over by its “extremist” Home Rule wing (see Bal Gangadhar Tilak). In the 1920s and '30s, under Mohandas K. Gandhi, it promoted noncooperation to protest the feebleness of the constitutional reforms of 1919. During World War II, the party announced that India would not support the war until granted complete independence. In 1947 an Indian independence bill became law, and in 1950 the constitution took effect. Jawaharlal Nehru dominated the party from 1951 to 1964. The Indian National Congress formed most of India's governments from 1947 to 1996, but at the end of the 20th century, its support plummeted. After several years out of power, it returned to government in 2004.

Body of delegates that acted for the American colonies and states during and after the American Revolution.The First Continental Congress, meeting in Philadelphia in September 1774, was called by the colonial Committees of Correspondence. The delegates adopted a declaration of personal rights, denounced taxation without representation, petitioned the British crown for a redress of grievances, and called for a boycott of British goods. The Second Continental Congress, meeting in May 1775, appointed George Washington commander in chief of the army. It later approved the Declaration of Independence (1776) and prepared the Articles of Confederation (1781), which granted certain powers to the Congress.

Legislature of the U.S., separated structurally from the executive and judicial (see judiciary) branches of government. Established by the Constitution of the United States, it succeeded the unicameral congress created by the Articles of Confederation (1781). It consists of the Senate and the House of Representatives. Representation in the Senate is fixed at two senators per state. Until passage of the 17th Amendment (1913), senators were appointed by the state legislatures; since then they have been elected directly. In the House, representation is proportional to each state's population; total membership is restricted (since 1912) to 435 members (the total rose temporarily to 437 following the admission of Hawaii and Alaska as states in 1959). Congressional business is processed by committees: bills are debated in committees in both houses, and reconciliation of the two resulting versions takes place in a conference committee. A presidential veto can be overridden by a two-thirds majority in each house. Congress's constitutional powers include the setting and collecting of taxes, borrowing money on credit, regulating commerce, coining money, declaring war, raising and supporting armies, and making all laws necessary for the execution of its powers. All finance-related legislation must originate in the House; powers exclusive to the Senate include approval of presidential nominations, ratification of treaties, and adjudication of impeachments. (June 13–July 13, 1878) Diplomatic meeting of the major European powers at which the Treaty of Berlin replaced the Treaty of San Stefano. Dominated by Otto von Bismarck, the congress solved an international crisis by revising the peace settlement to satisfy the interests of Britain and Austria-Hungary. By humiliating Russia and failing to acknowledge adequately the aspirations of the Balkan peoples, it laid the foundation for future Balkan crises.

South African political party and black nationalist organization. Founded in 1912 (as the South African Native National Congress), the ANC was long dedicated to the elimination of apartheid. In response to government massacres of demonstrators at Sharpeville (1960) and Soweto (1976), it carried out acts of sabotage and guerrilla warfare. The campaign was largely ineffective because of stringent South African internal security measures, including an official ban on the ANC between 1960 and 1990. In 1991, with the ban lifted, Nelson Mandela succeeded Oliver Tambo as ANC president. In 1994 the party swept the country's first elections based on universal suffrage; the ANC led a coalition government that initially included members of its longtime rival, the National Party, and Mandela became South Africa's president. In 1999 Thabo Mbeki replaced him as president of the ANC and of South Africa. In one of the most contentious leadership battles in the party's history, Jacob Zuma was selected to succeed Mbeki as ANC president in 2007.
