Land and People
The land is largely hot, dry desert. Located in the eastern portion of the federation is a portion of the Jabal al Akhdar Mts. Less than half of the inhabitants of the UAE are Arabs; there are also Persians, Bangladeshis, Baluchis, Indians, and Westerners. Only about 20% of the UAE's population are native citizens. The nonindigenous population is mostly from E and SE Asia and was first attracted by the employment provided by the UAE's petroleum boom. Muslims comprise 96% of the population (80% of these are Sunni, the balance Shiite) and the remaining 4% are largely Christian and Hindu. The official language is Arabic, but Farsi and English are widely used, and Hindi and Urdu are spoken by many of the Asians.
Economy
Industries involving the area's oil and natural-gas deposits are still critical to the increasingly diversified economy, but international banking, financial services, regional corporate headquarters, and tourism are also important. The traditional occupations of fishing and pearling are still practiced. Imports include food, manufactured goods, machinery, and chemicals; trading partners are Japan, South Korea, India, the United States, and Great Britain.
Government
The UAE is governed under the constitution of 1971, which was made permanent in 1996. A Federal Supreme Council (FSC), composed of the seven emirate rulers, is the highest constitutional authority in the UAE. A president and vice president are elected by the FSC for five-year terms. The highest legislative body is the unicameral Federal National Council, with 40 members. The members were previously all appointed by the rulers of the constituent states, but beginning in 2006 elections (initially participated in only by a select group of voters) were held for half the members; the rest are still appointed. Local matters are dealt with by the sheikhs. The UAE is a member of the United Nations and the Arab League.
History
The states that comprise the UAE were formerly known as the Trucial States, Trucial Coast, or Trucial Oman. The term trucial refers to the fact that the sheikhs ruling the seven constituent states were bound by truces concluded with Great Britain in 1820 and by an agreement made in 1892 accepting British protection. Before British intervention, the area was notorious for its pirates and was called the Pirate Coast. After World War II the British granted internal autonomy to the sheikhdoms. Discussion of federation began in 1968 when Britain announced its intended withdrawal from the Persian Gulf area by 1971.
Originally Bahrain and Qatar were to be part of the federation, but after three years of negotiations they chose to be independent. Ras al-Khaimah at first opted for independence but reversed its decision in 1972. After the 1973 rise in oil prices, the UAE was transformed from an impoverished region with many nomads to a sophisticated state with one of the highest per capita incomes in the world and a broad social welfare system. In 1981 the UAE joined the Gulf Cooperation Council (GCC). The fall of the shah of Iran in 1979, the growth of Islamic fundamentalism, and the Iran-Iraq War threatened the stability of the UAE in the 1980s. In 1990, Iraq accused the UAE and Kuwait of overproduction of oil. The UAE participated with international coalition forces against Iraq during the Persian Gulf War (1991). Since the Gulf War the UAE has expanded its international contacts and diplomatic relations. A dispute erupted with Saudi Arabia in 1999 over relations with Iran, a traditional enemy; while Saudi Arabia appeared willing to seek improved ties, the emirates still regarded Iran as a foe. Sheikh Zaid ibn Sultan al-Nahayan, the ruler of Abu Dhabi, was president of the UAE from the founding of the federation until his death in 2004, when his son and heir, Sheikh Khalifa ibn Zaid Al Nahayan, was elected to succeeded him.

Iraq and Iran have disputed navigation rights on the Shatt al Arab since 1935, when an international commission gave Iraq total control of the Shatt al Arab, leaving Iran with control only of the approaches to Abadan and Khorramshahr, its chief ports, and unable to develop new port facilities in the delta. To preclude Iraqi political pressure and interference with its oil and freight shipments on the Shatt al Arab, Iran built ports on the Persian Gulf to handle foreign trade. Iran and Iraq negotiated territorial agreements over the Shatt al Arab waterway in 1975, but by the end of the decade skirmishes in the area became prevalent. Full-scale war between the two countries broke out in Sept., 1980, leading to eight years of attacks on coastal areas (see Iran-Iraq War). The Shatt al Arab remains a source of conflict, as limited water access and unresolved maritime boundaries in the region persist.

The 1948-49 War
Although Israel's independence on May 14, 1948, triggered the first full-scale war, armed conflicts between Jews and Arabs had been frequent since Great Britain received the League of Nations mandate for Palestine in 1920. From 1945 to 1948 Zionists waged guerrilla war against British troops and against Palestinian Arabs supported by the Arab League, and they had made substantial gains by 1948. The 1948-49 War reflected the opposition of the Arab states to the formation of the Jewish state of Israel in what they considered to be Arab territory.
As independence was declared, Arab forces from Egypt, Syria, Transjordan (later Jordan), Lebanon, and Iraq invaded Israel. The Egyptians gained some territory in the south and the Jordanians took Jerusalem's Old City, but the other Arab forces were soon halted. In June the United Nations succeeded in establishing a four-week truce. This was followed in July by significant Israeli advances before another truce. Fighting erupted again in August and continued sporadically until the end of 1948. An Israeli advance in Jan., 1949, isolated Egyptian forces and led to a cease-fire (Jan. 7, 1949).
Protracted peace talks resulted in armistice agreements between Israel and Egypt, Syria, and Jordan by July, but no formal peace. In addition, about 400,000 Palestinian Arabs had fled from Israel and were settled in refugee camps near Israel's border; their status became a volatile factor in Arab-Israeli relations.
The 1956 War
From 1949 to 1956 the armed truce between Israel and the Arabs, enforced in part by the UN forces, was punctuated by raids and reprisals. Among the world powers, the United States, Great Britain, and France sided with Israel, while the Soviet Union supported Arab demands. Tensions mounted during 1956 as Israel became convinced that the Arabs were preparing for war. The nationalization of the Suez Canal by Egypt's Gamal Abdal Nasser in July, 1956, resulted in the further alienation of Great Britain and France, which made new agreements with Israel.
On Oct. 29, 1956, Israeli forces, directed by Moshe Dayan, launched a combined air and ground assault into Egypt's Sinai peninsula. Early Israeli successes were reinforced by an Anglo-French invasion along the canal. Although the action against Egypt was severely condemned by the nations of the world, the cease-fire of Nov. 6, which was promoted by the United Nations with U.S. and Soviet support, came only after Israel had captured several key objectives, including the Gaza strip and Sharm el Sheikh, which commanded the approaches to the Gulf of Aqaba. Israel withdrew from these positions in 1957, turning them over to the UN emergency force after access to the Gulf of Aqaba, without which Israel was cut off from the Indian Ocean, had been guaranteed.
The 1967 War (The Six-Day War)
After a period of relative calm, border incidents between Israel and Syria, Egypt, and Jordan increased during the early 1960s, with Palestinian guerrilla groups actively supported by Syria. In May, 1967, President Nasser, his prestige much eroded through his inaction in the face of Israeli raids, requested the withdrawal of UN forces from Egyptian territory, mobilized units in the Sinai, and closed the Gulf of Aqaba to Israel. Israel (which had no UN forces stationed on its territory) responded by mobilizing.
The escalation of threats and provocations continued until June 5, 1967, when Israel launched a massive air assault that crippled Arab air capability. With air superiority protecting its ground forces, Israel controlled the Sinai peninsula within three days and then concentrated on the Jordanian frontier, capturing Jerusalem's Old City (subsequently annexed), and on the Syrian border, gaining the strategic Golan Heights. The war, which ended on June 10, is known as the Six-Day War.
The Suez Canal was closed by the war, and Israel declared that it would not give up Jerusalem and that it would hold the other captured territories until significant progress had been made in Arab-Israeli relations. The end of active, conventional fighting was followed by frequent artillery duels along the frontiers and by clashes between Israelis and Palestinian guerrillas.
The 1973-74 War (The Yom Kippur War)
During 1973 the Arab states, believing that their complaints against Israel were going unheeded (despite the mounting use by the Arabs of threats to cut off oil supplies in an attempt to soften the pro-Israel stance of the United States), quietly prepared for war, led by Egypt's President Anwar Sadat. On Oct. 6, 1973, the Jewish holy day Yom Kippur, a two-pronged assault on Israel was launched. Egyptian forces struck eastward across the Suez Canal and pushed the Israelis back, while the Syrians advanced from the north. Iraqi forces joined the war and, in addition, Syria received some support from Jordan, Libya, and the smaller Arab states. The attacks caught Israel off guard, and it was several days before the country was fully mobilized; Israel then forced the Syrians and Egyptians back and, in the last hours of the war, established a salient on the west bank of the Suez Canal, but these advances were achieved at a high cost in soldiers and equipment.
Through U.S. and Soviet diplomatic pressures and the efforts of the United Nations, a tenuous cease-fire was implemented by Oct. 25. Israel and Egypt signed a cease-fire agreement in November, but Israeli-Syrian fighting continued until a cease-fire was negotiated in 1974. Largely as a result of the diplomatic efforts of U.S. Secretary of State Henry Kissinger, Israel withdrew back across the Suez Canal and several miles inland from the east bank behind a UN-supervised cease-fire zone. On the Syrian front too, Israeli territorial gains made in the war were given up.
After the war Egyptian and Syrian diplomatic relations with the United States, broken since the 1967 war, were resumed, and clearance of the Suez Canal began. The 1973-74 War brought about a major shift of power in the Middle East and ultimately led to the signing of the Camp David accords.
The 1982 War
In 1978 Palestinian guerrillas, from their base in Lebanon, launched an air raid on Israel; in retaliation, Israel sent troops into S Lebanon to occupy a strip 4-6 mi (6-10 km) deep and thus protect Israel's border. Eventually a UN peacekeeping force was set up there, but occasional fighting continued. In 1982 Israel launched a massive attack to destroy all military bases of the Palestine Liberation Organization in S Lebanon and, after a 10-week siege of the Muslim sector of West Beirut, a PLO stronghold, forced the Palestinians to accept a U.S.-sponsored plan whereby the PLO guerrillas would evacuate Beirut and go to several Arab countries that had agreed to accept them. Israel withdrew from Lebanon in 1985 but continues to maintain a Lebanese-Christian-policed buffer zone north of its border.

The league is organized into a council, special committees, and a permanent secretariat; the secretariat has its headquarters in Cairo. The constitution of the league provides for coordination among the signatory nations on education, finance, law, trade, and foreign policy, and it forbids the use of force to settle disputes among members. A joint defense treaty was signed in 1950. In 2005 an Arab Parliament was established; its members are drawn from each member nation's parliament. The issues the parliament may discuss, however, are restricted to the social, economic, and cultural spheres.
Among the most important activities of the Arab League have been its attempts to coordinate Arab economic life; efforts toward this aim include the Arab Telecommunications Union (1953), the Arab Postal Union (1954), and the Arab Development Bank (1959, later known as the Arab Financial Organization). The Arab Common Market was established in 1965 and is open to all Arab League members. The common market agreement provides for the eventual abolition of customs duties on natural resources and agricultural products, free movement of capital and labor among member countries, and coordination of economic development.
In 1945, the league supported Syria and Lebanon in their disputes with France and also demanded an independent Libya; in 1961, it supported Tunisia in a conflict with France. The league early announced opposition to the formation of a Jewish state in Palestine and demanded that Palestine as a whole be made independent, with the majority of its population Arab. When the state of Israel was created in 1948, the league countries jointly attacked it, but Israel resisted successfully. The league continued to maintain a boycott of Israel and of companies trading with Israel. The summit conferences of 1964-65 established a joint Arab military command, which proved unsuccessful in implementing a united strategy for the liberation of Palestine. Egypt's membership was suspended from 1979 to 1989 because of its treaty with Israel, and the league's headquarters were moved to Tunis. In 1988 the league endorsed the PLO's plan for a negotiated settlement with Israel, and in 1991 Cairo once again became its headquarters. In 2002 the league for the first time offered Israel normal relations with Arab countries if it met certain conditions, but many of those conditions were not acceptable to Israel.
For many years, closer political unity among members was hampered by a division between pro-Western member countries and neutralist or pro-Soviet ones; more recently the division has been between militant Islamic fundamentalists and Arab moderates. The league ultimately supported Iraq in the Iran-Iraq War (1980-88) but was divided over the Iraqi invasion of Kuwait in 1990 (see Persian Gulf War). In 1993 the league issued a statement condemning all forms of terrorism.

The league's original aims were to strengthen and coordinate political, cultural, economic, and social programs and to mediate disputes; a later aim was to coordinate military defense. Members have often split on political issues; Egypt was suspended for 10 years (1979–89) following its peace with Israel, and the Persian Gulf War (1990–91) also caused deep rifts. Any member of the Arabic-speaking peoples native to the Middle East and North Africa. Before the spread of Islam in the 630s, the term referred to the largely nomadic Semitic peoples of the Arabian Peninsula; it came to apply to Arabic-speaking peoples from Africa's Mauritanian and Moroccan coasts east to Iraq and the Arabian Peninsula and south to The Sudan after their acceptance of Islam. Traditionally, some Arabs are desert-dwelling pastoral nomads (see Bedouin), whereas others live by oases and in small, isolated farming villages. While most Arabs are Muslims, some are Christian. The term has also been used in a political sense by Arab nationalists to describe a greater sociolinguistic or ethnic ideal (“the Arab nation”). Seealso Pan-Arabism.
