The Webb-Kenyon Act was passed by the United States Congress in 1913 to enable states to enforce their individual alcohol prohibition laws within their borders. Prior to its enactment, the efforts of states to enforce prohibition were frustrated by their inability to discriminate against interstate commerce prohibiting the importation of alcohol across their borders ("Walling v. Michigan").
