Treviño is a town and municipality located in the province of Burgos, which in turn is part of the autonomous community of Castile and León, Spain. Treviño is an exclave of Castile and León, completely surrounded by the province of Álava, in the autonomous community of the Basque Country. There is a dispute on whether Treviño should remain in Castile and León, or become a part of the Basque Country. The option of have a plebiscite about it was approved by a majority of voters in a non-official plebiscite organized in Treviño in 1998, but the public consultation was considered void by the Spanish government. Nowadays, Treviño is governed by the Popular Party, which is in favour of Treviño remaining in Burgos and in Castile and León. Treviño is fostering ties with the Basque Government, and a program for teaching the Basque language to young children is being implemented.
