VMS, Inc. is a major contractor for transportation infrastructure in the United States. In December 1996, the
Virginia Department of Transportation awarded VMS a contract for asset management and maintenance of 1,250 lane miles of
interstate highways. VDOT estimated savings of 16% on road maintenance and a report issued by VDOT in December 2000 showed significant improvements in road conditions. VMS implemented pavement material innovations such as
Roadflex,
Novachip and a crack seal program. VMS also used
just in time delivery of maintenance services. All but 15% of VMS' services is subcontracted out. The services in Virginia were done under a
Performance-Based Road Asset Management and Maintenance Contract, in which VMS guaranteed services to meet agreed upon standards and performance measures, the guarantee being backed with
performance bonds.
