Roseville, California

Roseville is a city in Placer County, California, United States, located in the metropolitan area of Sacramento. As of January 1 2007 the population was 106,266. Interstate Highway 80 runs through Roseville and California Route 65 bisects the northern part of the city.

Geography

Roseville is located at (38.752434, -121.289338).

According to the United States Census Bureau, the city has a total area of 30.5 square miles (79.0 km²), of which, 30.5 square miles (78.9 km²) of it is land and 0.04 square miles (0.1 km²) of it (0.07%) is water. Several streams flow through Roseville, including Dry Creek, Linda Creek, Secret Ravine and Cirby Creek.

Demographics

As of 2005, there were 103,845 people, 42,538 households, and 21,855 families residing in the city. The population density was 2,622.5 people per square mile (1,012.4/km²). There were 31,925 housing units at an average density of 1,047.6/sq mi (404.4/km²). The racial makeup of the city was 86.03% White, 1.31% African American, 0.70% Native American, 4.31% Asian, 0.20% Pacific Islander, 3.93% from other races, and 3.53% from two or more races. Hispanic or Latino of any race were 11.54% of the population.

There were 30,783 households out of which 35.4% had children under the age of 18 living with them, 57.1% were married couples living together, 10.1% had a female householder with no husband present, and 29.0% were non-families. 23.1% of all households were made up of individuals and 9.2% had someone living alone who was 65 years of age or older. The average household size was 2.57 and the average family size was 3.03.

In the city the population was spread out with 26.8% under the age of 18, 7.0% from 18 to 24, 30.8% from 25 to 44, 21.0% from 45 to 64, and 14.5% who were 65 years of age or older. The median age was 36 years. For every 100 females there were 92.1 males. For every 100 females age 18 and over, there were 88.8 males.

According to a 2006 estimate, the median income for a household in the city was $71,453, and the median income for a family was $82,769. Males had a median income of $50,426 versus $35,494 for females. The per capita income for the city was $27,021. About 3.4% of families and 4.9% of the population were below the poverty line, including 5.3% of those under age 18 and 4.1% of those age 65 or over.

In CNN Money's "Best Places to Live" study in 2006, Roseville was ranked the skinniest city in the country, with an average body mass index of 24.5.

Transportation

Amtrak, the national passenger rail system, provides service to Roseville at the Roseville Amtrak Station and is part of the Capitol Corridor.

State Route 65 and Interstate 80 both go through Roseville.

Roseville Transit is a public transit service overseen by the City of Roseville and operated by MV Transportation. The system provides a total of 12 regular local routes, as well as the Roseville Transit Dial-A-Ride (DAR) and Roseville Transit Commuter service.

Economy

The city of Roseville is friendly to business. It has encouraged large retail centers, including one of the largest Auto Malls in the country, which contributes significantly to sales tax receipts at the city and county level. Roseville planners have used these funds to provide infrastructure to keep people moving throughout the city. This environment has produced an excellent mix of housing, small and large employers, as well as shopping opportunities.

Shopping

Shopping plays a vital role in the economy of Roseville, which has the eleventh highest retail sales of all California cities as of 2008; Roseville is also the smallest of the fifteen top ranked cities in retail sales; before the economic slowdown, they were ranked number 9. Once the auto industry and economy recovers, combined with new retail, Roseville is expected to climb back into the top 10 with over $4 billion in retail sales annually. Roseville is considered a regional shopping destination, with the Westfield Galleria at Roseville being the prime example housing top stores and restaurants such as: Macy's, Nordstrom, Crate & Barrel, Abercrombie & Fitch/abercrombie, Talbots/Talbots Petites, Pottery Barn/PB Kids/PB Baby, Ann Taylor, Coach, Bebe, Guess by Marciano, Ruth's Chris Steakhouse, and The Cheesecake Factory. Westfield is currently embarking on a $260 million, expansion that will bring stores such as: Apple Store, BCBG Max Azria, Burberry, H&M, Juicy Couture, Kate Spade, Lacoste, lululemon athletica, LUSH, Oakley, Sephora, and Teavana. Across the street, Peter Bollinger Investment Company is building an $80 million complex named "The Fountains" across from the mall. The first phase opened June 30th, 2008 and buildings will continually be completed in the next 2 years. It will bring Sacramento's first true "lifestyle" shopping center with stores such as Whole Foods (November), Orvis, Chico's, Coldwater Creek, DSW Shoes, Boudin Bakery (Spring 2009), Z Gallerie, White House Black Market, Jos A. Banks, Sur La Table, Peet's Coffee, Anthropologie, Soma, Lucy, West Elm, California Pizza Kitchen, McCormick & Schmicks (February 2009), Smith & Hawken (October), Sunglass Hut, Right Start, Draper's & Damon's, New Balance, The Counter Burger (November), Vera Bradley, Tres Agaves (February 2009). Phase 2 will open Spring 2009 which includes 2 more buildings in the current building area. Boudin Bakery and Ameritrade are confirmed for phase 2. Phase 3 is currently not scheduled, but includes 3 additional buildings in the current building area. Additional tenants that are listed in a Retail West brochure include: Noodles & Co. and Dave & Buster's, which has a signed lease. In a future phase across Reserve Drive. Phase 4, across Reserve Drive, will consist of a hotel, additional retail, and office buildings.

In addition, a vast growth spurt occurred around Douglas Boulevard, Rocky Ridge Road, and Eureka Road within the last ten years.

Kaiser Permanente is expected to surpass Hewlett Packard as the top employer in 2009, and will become the largest employer in Placer County. This will be due to the opening of their Women's and Children's Hospital opening in January 2009 and their new medical office building in February 2009.

AT&T provides telephone and Internet service in some areas.
Comcast provides television and internet service.
The City of Roseville provides electric, water, wastewater, and solid waste services to most areas.
Pacific Gas and Electric provides natural gas service.
SureWest provides telephone, cable (via IP TV) television, cellular telephone (sale to Verizon finalized as of May 13th, 2008), DSL and Fiber Internet services to most areas.

Current Projects

Revitalization

Beginning in the year 1988 the city embarked on a plan for redeveloping the downtown core comprising about of land. Over the past years and into the future, the city is spending tens of millions of dollars on revitalizing its historic areas. The areas have been in decline for a long time. The city has already completed its Vernon Streetscape Project and is now working on its Historic District and Riverside Corridor Streetscape Projects. Also, the city has teamed up with Kobra Properties to develop a parking garage/office building/art gallery. It will house the new Roseville Arts! Blueline Gallery and will also provide the needed parking along with the new office workers. Grand opening of parking garage was in November and Blueline Gallery will open in February 2008.

Major projects planned or under construction

West Roseville Specific Plan: master plan area which will include over 8,000 housing units and a village center component in the center. Consists of the 2 areas called: WestPark and Fiddyment Farms.
Hotel and Convention Center: Joint agreement with Kobra Properties to build a 10-story Embassy Suites and Convention Center. A future phase includes 2 restaurants, parking garage, and second hotel tower. Building permits are being pulled for the Embassy Suites portion of the project and the status on the convention center is on hold at this time. Kobra has asked the city to kick in additional money, and negotiations are ongoing. Construction has been suspended for the time being, but Embassy Suites lists the hotel as opening in 2009. The FY2009 city budget includes an additional $10 million dollars for the center.

Highland Reserve South: Largest office park planned for city at and 29 buildings. Plans include 2 six-story office buildings as well as a mix of 2 and 3-story buildings. Plans also include of retail.
University Park: Planned office park with of retail.
Stone Point: Roughly mixed-use development which will include housing, lodging, shopping, and offices. The retail component is completed. The rest of the project will include two 6-story office buildings, and three 5-story buildings (1 completed). Plans have been submitted for 18 3-story condo buildings that will house 162 units. Plans have also been recently submitted for a 6-story Mariott Renaissance ClubSport Development, the newest concept to the Mariott chain. It will include a 174 rooms, pool area, . restaurant, 2-story . ClubSport fitness center, as well as up to , 4 stories, office building.
Diamond Creek Rezone: 28 acre mixed-use development which will include nearly 500 housing units and a mix of retail and offices. Lawsuits are tying up project, but developer says it's still a go.
Roseville Crossing: center at Fairway and Blue Oaks. Ethan Allen, Chili's, and Matress Discounters have opened. La-Z-Boy (tentative), Chevron Gas Station, SpringHill Suites, TownePlace Suites, Johnny Garlic's, additional restaurants, and additional stores are also planned and under construction.
Plaza 41: center with Rite Aid and other shops. Opening Summer 2009.
Breton Village: of retail and 53 detached homes by Regis Corporation at Foothills and Pleasant Grove Blvds.
Cena di Mare: restaurant with patio. Restaurant is being developed by Kobra Culinary Concepts, a subsidiary of Kobra Properties, which developed the popular nearby Crush 29. The restaurant is unique by having not one straight wall, meaning that all walls will be curved somewhat. It will also include Bellagio-style fountains correographed to music, but on a smaller scale. At an extraordinary cost of $10 million, it is the most expensive restaurant ever built in California. It's service will rival the world's best restaurants.
Highland Village: Roseville Pkwy and Gibson Drive, adjacent to Westfield Galleria at Roseville. Plans include: 2 Hyatt branded hotels (Hyatt Place and Springhill Suites, 5 restaurants (Champps Americana, El Paso Grill & BBQ, Three Tomatoes & a Mozarella), 2 retail buildings, and a bank. A rumored restaurant is Fleming's, but nothing is being confirmed at this time. Phases include the 2 retail buildings and 2 hotels going up first, with the restaurants and bank following thereafter. The Hyatt Place broke ground July 2008.
New planning areas under review: Creekview Specific Plan, Sierra Vista Specific Plan, Brookfield Specific Plan, and the Placer Ranch Specific Plan (CSUS Branch with possible CSU Roseville campus in future with 25,000 student enrollment). With all planning areas built-out and existing infill combined will total about 200,000 people.

Educational institutions

There are three higher education institutions in Roseville: Heald College, a non-profit business college with several locations throughout California, Chapman University and University of Phoenix, for-profit colleges that specialize in adult education.

NCTI (National College of Technical Instruction) provides medical training for fields such as Paramedic, EMT and 911 Dispatch.

Plans for a Sacramento State University satellite campus in Roseville which would eventually become an independent CSU campus. William Jessup University and Sierra College, a community college are located in neighboring Rocklin. Also, recently, Drexel University has announced their interest for a campus in the Roseville area.

Notable events

On April 28, 1973, 18 boxcars loaded with bombs in route to the Naval Weapons Station in Concord, CA began detonating in the Southern Pacific Railroad yard. More than 6000 bombs detonated for an unknown reason, injuring more than 350 people. The explosions caused damage to 5500 buildings up to away. In the late 1990s, development in the area had uncovered more unexploded ordnance (presumably thrown from the explosion), which were safely contained and destroyed.
