Henry Hartley Fowler, 1st Viscount Wolverhampton, PC

), was born in Sunderland
. He moved to Wolverhampton
and practiced as a solicitor before entering Parliament as Liberal Member of Parliament
for his adopted town in 1880. He had been both a local councillor and Mayor of the town. He held various posts in government including Secretary to the Treasury
, President of the Local Government Board
and Secretary of State for India
. He was widely thought of as a future Prime Minister of the United Kingdom
, but his ill health prevented this.
His daughters were the authors Ellen Thorneycroft Fowler and Edith Henrietta Fowler. He was succeeded as Viscount Wolverhampton by his son Henry.
