Bond, a nephew of American Civil War general Charles H. Grosvenor, was born in Columbus, Ohio. He served one term in Congress, from 1921 to 1923. After his term, he made an unsuccessful bid for the borough presidency of Brooklyn. Bond was the attorney for writer O. Henry, and he served as chairman of the Alcohol Beverage Control Board of New York City until he was 93 years old.
He died in Bound Brook, New Jersey.
Charles Bond's granddaughter, Geraldine Bond Laybourne, founded the Oxygen Network after leading Nickelodeon's huge growth in the 70's and 80's.
