Broyce was first elected to the Municipal District of Cardston Council in 1983 and was selected to serve as Reeve by his peers, serving in that position for five terms.
In the 2001 Alberta general election Broyce ran in the Cardston-Taber-Warner electoral district for the Progressive Conservatives and served for one term. He was defeated in the 2004 Alberta general election by Paul Hinman of the Alberta Alliance. He reclaimed his old seat in the 2008 election, narrowly defeating Hinman.
Jacobs holds a bachelors degree in business management from Brigham Young University.
